I ' 1 ml I m n, ~ ITEM III: BURNING AT INDIAN RESERVE The Committee was advised that both Alderman Gates and T. Chong have visited !he Reserve to assess the burning operations. While the burning is limited now to stumps and trees fr om con struction sites and the process is much better controlled than previously, the resultant smoke and possible leaching problems are still a concern to the Committee. The Committee recognized the special status of the Indian Band and that everything possible has been done to persuade them to cease this burning operation. Kirk: Ths British Columbia Conservation Foundation ls a non-p1 ofit organization dedicated to the preservation and enhancement of fish and wildlife habitats throughout the province. Ws are currently assisting ths Provincial Ministry of Environment and Perks and the Public Involvement Program of the Department of Fisheries and Oceans Canada to establish a storm drain marking program In ths Lower Frassr Valley. This program entails painting aysllow fish symbol beside storm drains that discharge Into fish-bearing waters. Ths attached print lllusirates the symbol which is 12" long and Is applied using yellow traffic-line paint and a template. A major feature of the program is that ths marking will be done by public volunteer groups such as Boy Scouts, Girl Guides, Fish and Game Clubs, other community service groups, and individuals. Local schools, particularly those already involved ln the Salmonlds In Ths Clarroom curriculum, will also have the opportunity to participate. Ths marking crews will be equipped with reflective safety vesta and ell crews Involving children will have one or mors adult supervisors. This extensive Involvement of the Public will hopefully increase their awareness of the Importance of local streams to salmon and tr out and develop a sense of committmsnt to maintaining Ihe water quality of those streams. In conjunction with the actual marking volunteers will also distribute brochures to local residences to inform the occupants as to meaning of ths fish symbol beside storm drains. Ilopeful ly, this wlil lead to a reduction In the Incidence of materials such as motor oil. antifreeze, pest icides, detergents snd other substances toxic to fish being disposed of down storm dratns. The pr ogram has already received endorsement by ths Municipalities of Surrey and Langley, snd ws ars anxious to expand the program north of ths Fraser River. We ars therefore requesting approval and endorsement from the City of Port Coquitlam to conduct a storm drain marking program within the city boundaries. We would appreciate if such approval could take the form of a motion of support from ths mayo," and council, followed by written authorization.
