The boundary expansion proposed by the city of Ter- race is the most important _ happening in: the city for decades, as it doubles the city’s size, but not tax base. The ratification process used by the cily has no referendum, has no informa- : lion meetings, has no cost analysis, has no benefits analysis, Pas no planning componeiil, has no budget, has no vote for atfected - people. There has been no pub- lished examination of the negotiation process, no planning data given to the regional district, no exam- ination of the costs incurred to date, (advertising etc.), no communication with Area C director. In short, literally and figuratively, nothing. Council is fretting over a local ‘referéudum’ on the Nisga’a treaty. Now, if every one feels so strongly about a referendum for people of the Nisga’a race, why was there not strong support for a referendum, with all associated informa-_ tion on this $400 million boundary expansion?
