The CPC leadership ‘often speaks of its loyalty to the Smmunity of the socialist nations. But their attitude community refutes their high-sounding decla- Statistics show that in the past three years the Peo- ple’s Republic of China has cut the volume of its trade with the other socialist countries by more than 50 per cent. Some socialist countries felt sharply the effects of this line of the Chinese comrades. The actions of the .Chinese leadership are in glaring contradiction not only to the principles of mutual relations among socialist countries but, in a number of cases, to the generally recognized rules and norms which should be observed by all states. Violation of agreements signed earlier caused serious damage to the national economy of some socialist states. It is quite understandable that the economy of China also suffers tangible damage from the curtail- ment of its economic contacts. In an effort to justify its actions in the eyes of the people the CPC leadership recently advanced a theory of “relying on its own forces.” Generally speaking, building socialism in each country by relying primarily on the efforts of the people with the best use of the internal resources of the country, is a correct way of laying the material and technical basis of socialism. The building of socialism in each country is primarily the concern of the people of the country, its working class and the Communist party. The Soviet Union, the first socialist country, had to- build socialism by relying only on its own forces and using its internal resources. And although there is now a system of socialist countries, this in no way means that the people of any country can sit with folded arms and rely exclusively on the help of other socialist coun- tries. The Communist party of every socialist country regards as its duty the mobilization of all internal re- serves for successful economic development. Therefore the statement of the CPC Central Committee about constructing socialism mainly by its own forces could give rise to no objections in an immediate sense. However, as the full text of the Chinese letter and numerous statements in the Chinese press show, this thesis actually is given an interpretation with which it is impossible to agree. The formula of the “socialist construction mainly by our own forces” conceals the concept of creating self- sufficient national economies for which economic con- tacts with other countries are restricted solely to trade. The Chinese comrades are trying to impose this ap- proach on other socialist countries, too. The proclamation of “reliance on our own forces” apparently was needed by the CPC leadership in order to weaken the bonds of close friendship between coun- tries. This of course has nothing in common with the principles of socialist internationalism. It cannot be regarded otherwise than an attempt to undermine the unity of the socialist community. Parallel with the line of curtailing economic contacts the CPC leadership took a number of measures aimed at aggravating relations with the Soviet Union. The Chinese leaders are undermining the unity not only of the socialist camp but also of the entire world communist movement by trampling under foot the principles of proletarian internationalism and grossly violating the norms of relations between fraternal parties. The CPC leadership organizes and supports various anti-party groups of renegades who oppose the Commu- nist parties of the United States, Brazil, Italy, Belgium, ‘Australia and India. For instance in Belgium the CPC is giving support to the Gripp group which was ex- pelled from the party at its last congress. In the United States support is given to the subversive activities of the left-opportunist group “Hammer and Steel”, whose main task is fighting against the Communist Party of the United States. In Brazil the Chinese comrades support the factional groups expelled from the Com-~ ‘munist Party (as for instance, the Amazonas-Grabois group). In Australia the CPC Central Committee tried to or- ganize splitting activities against the Communist Party and its leadership with the help of a former member of the leadership, E. Hill. After having visited the Peo- - ple’s Republic of China Hill came out publicly against the Communist Party of Australia and tried to organize a group of like-minded people. When the Communist Party of Australia expelled Hill from the Central Com- ‘mittee he demonstratively left for Peking. In Italy, Chinese representatives are encouraging the activity of a group of former officials of the Paduz federation of the Communist Party who issued leaflets with a provocative call for a “revolutionary” uprising Comrades from the CPC are making special efforts _ to conduct subversive activities in the Communist and Workers’ parties in the countries of Asia, Africa and Latin America. . Glorifying the outcasts and renegades who found themselves outside the ranks of the communist move-_ ment the Chinese leaders reprint in their newspapers and magazines slanderous articles from the publica- tions of these renegade groups directed against the — policy of the CPSU and against the course of the world © communist movement. : : Ee In Ceylon, Chinese representatives maintain close — contacts with the grouping of E. Samarakkodi, a tool of the Trotskyist “4th International.” z The Trotskyists from the “4th International” try to use the position of the Chinese comrades for their own aims, and have even addressed an open letter to the CPC Central Committee in which they openly declared: “The 4th International which from the very first day of its formation has waged . . . a,struggle with ideas against which you are coming out today, stands on your side. . . . The international secretariat of the 4th International welcomes the discussion you have start- — ed throughout the communist movement. It urges you to develop it.” © The Chinese leaders make sharp attacks on the fraternal Communist parties and their leaders who do not want to retreat from the general line of the inter- national communist movement. They have published — and circulated in many languages articles discrediting — the activity of the Communist Party of the United States and the French, Italian and Indian Communist parties. What abusive expressions the authors of these ~ articles use against prominent leaders of fraternal par- ties! They include “double-dealing” and “right-wing op- portunism”, “revisionism”, incompatibility with norms of communist morality”, “social-democratic degenera- tion”, ‘faint-heartedness”, “irresponsibility”, “parrot-— ing”, “haughtiness and contempt in respect to the revolutionary people of the Asian, African and Latin American countries.” The Chinese leaders accuse the Communist parties of the United States and Western Europe of acting “as one with the most adventuristic American imperialists.” : The leadership of the Communist Party of India is even — called a “clique”. The leaders of the Communist parties _ of France, Italy, India, the United States are mon- strously accused of having “solicitude for the destinies — of imperialism and all reactionaries.” And in its letter of June 14 the CPC leadership sinks to the insinuation — that the CPSU allegedly too “takes on the role of a helper of imperialism.” Nobody except the Trotskyists, — has hitherto dared, in view of their obvious absurdity, to level such slanderous accusations at the great party © of Lenin! ‘Is it any wonder then that imperialist propaganda rejoices at these actions of the Chinese comrades? It is no accident that the bourgeois press now and then — shouts about a “crisis” in the international communist | movement and urges the imperialist governments to use for their own interests disagreements raised by the CPC Central Committee. aa The representatives of the CPC left the editorial board of the magazine “Problems of Peace and Social- ism”, the information and theoretical organ of the Communist and Workers’ parties, and stopped publica- tion of this magazine in the Chinese language, striving — inthis way to deprive the Chinese Communists of an _ objective source of information about the activities of the world communist movement. : The splitting activities of the Chinese leadership in the ranks of the international communist movement arouse indignation and resistance on the part of the ~ fraternal Marxist-Leninist parties. eee ot The letter of the CPC Central. Committee says that in relations with the fraternal Communist parties it is _ “impermissible for any party to place itself above - others, to interfere in the internal affairs...” This is quite a good statement.
