The program Saturday calls
for a march to start at 11 a.m.
from 4th and Oak and will

rally. The Vancouver Tenants
Council which is sponsoring the
action, have distributed close to

20,000 leaflets containing the
Council's 18-point Charter.

The Tenants Council takes the
stand that regardless of what
action Victoria may or may not
take, the City Council has the
authority to enact a Tenants
Charter establishing controls
over rents and conditions in
apartment blocks.

“This right was given to city
councils by the provincial
government after the war and
we intend to see to it that the
City uses it,”’ said Bruce Yorke,
secretary of the tenants organ-
ization, this week.

Many of the demands made by
the Tenants Council in
Vancouver have now been

incorporated in proposed legis-
lation in Ontario. Other large
cities such as Ottawa and
Winnipeg have considered
similar legislation.

The Charter which the city is
being urged to adopt would set
up a three member Rental
Appeal Board to exercise some
control over runaway rents. It
would also set up a number of
rules which would uphold the
rights of tenants and eliminate
landlord abuses now prevalent
throughout the city.

The Vancouver Tenants
Council has spurred the organiza-
tion of tenants in Vancouver and
and has attracted national
attention in its fight.

‘Pentagon considers
Canada expendable’

President Richard Nixon’s decision to establish the
ABM system close to Canada’s borders means that the
Pentagon considers Canada and its people expendable

and is prepared to defend the U.S. to the last Canadian.

This was the charge made by
William Kashtan, national
leader of the Communist Party,
in a statement which hit out
strongly against the U.S.
president's action which ignored
widespread protest among the
American people against the
anti-missile missile system.

The text of Kashtan’'s
statement said:

‘President Nixon's decision to
go ahead with the installation of
an anti-ballistic missile system
is a blow against nuclear
disarmament It opens up
prospects of a nuclear arms race
which in the end could
undermine world peace and
threaten the very survival of
Canada

“The ABM’ system estab-
lished close to Canada’s borders
means only one thing - that the
Pentagon considers Canada and
its people expendable and is
prepared to defend the USA to
the last Canadian.

“Once again the sovereignty of
our country is threatened by the
United States rulers. with
complete contempt.

“Canadians should not only
demand that the ABM system be
moved away from our borders.
They should equally insist that
the entire ABM system be
scrapped and that genuine mea-
sures be taken by the USS.
Government to begin the
process of nuclear disarm-
ament. This is what the Soviet
Union has been pressing for.
This is what Canada should press
for. This is what the Trudeau
Government and _ Parliament
should demand.

“This latest event points up
the urgency of Canada’s with-
drawal from NATO and NORAD.

“As long as Canada is tied to
NATO and NORAD it will be the
victim of U.S. and West German
military adventures with all its
disastrous consequences.

‘Canada’s defense, security
and very survival lies in the
direction of military non align-

of our country.”’

Under the modified ABM plan
the first two sites will be just
south of the border of Manitoba
and Alberta. With a range of
about 400 miles the missiles are

Canadian territory, which would
