BACKGROUND AND COMMENTS: Mr. Robert Watt, Chief Herald of Canada met with me on November 29th, 1991, to discuss the process for petitioning of a coat of arma for the City of Port Coquitlam. On June 4, 1988 heraldic authority, which flows from a prerogative power held by the Sovereign, was patriated to Canada, replacing the old syatem, which required Canadians to use the Crown's traditional heraldic offices in London and Edinburgh. The new Canadian heraldic ‘office is part of the Chancellery in the Office of the Governor General. Coats of arms, flags, badges and other heraldic emblems are, in law, grants of honour from the Canadian Crown. They are true symbols, granted to the recipients forever. While they serve to identify the authority property and services of their owners, they are more versatile than logos and trademarks and can be easily rendered to suit the graphic style of a period, keeping pace, over time, with changes in decorative, architectural, graphic and commercial arts. This versatility provides continuity of civic symbolism with {nsurance against an outdated visual identity and avoids unnecessary expenditure every decade or so on new emblems. Turning to the reglonal situation, GVRD municipalities have sought lawful heraldry as a primary form of visual identification in increasing numbers.over the last twenty years. Once grants to the cities of New Weatminster and White Rock are completed early next year, Port Coqutilam will be the only large municipal corporation in the core GVRD without a coat of arma.
