V3C 2A8 Dear Mr. Zahynac2: Res Mary Hiil Bypass Functional Design — Broadway Street to Lougheed Highway — In response to your April 23, 1991 letter, the Ministry has now reviewed its position respecting the future of Coast Meridian Road as follows: 1) A design will be prepared which permits right turn-in, right turn out and left turn in for developments both north and south of the Bypass. As stated previously in the long term, traffic safety . considerations may require the limitation or removal of these left turn movements. _ . 7 2) In response to your concern for future cross movements , in the | interim these will be permitted at night time during specific hours. under conditions approved by the District Highways Manager, Lower Mainland. The accommodation of the left in movements will require a break in the median so no gate will be necessary. an In the longer teri, when the flow of traffic makes the left in movements unsafe, the Ministry will install removal barrier which will be removes to permit the cross movement as stipulated in item #2 above. We do not consider a gate to be an ideal design and we believe the removable barrier will meet the needs of access to the barge loading facilities and provide a safe long term lay out. The Ministry is still concerned about the long term need for a street system serving the land on both sides of the Bypass. The - City's solution of a restructured intersection as shown on your April 23, 1991 revision to Fig. 3-6 is acceptable.
