THE CORPORATION OF THE CITY OF PORT COQUITLAM C 0 1 N (: | T | MEMORANDUM SEP 24 1984 TO: B. Kirk, September 13, 1984 City Administrator FROM: F.E. Peters., P. Eng., City Engineer SUBJECT: Curve in 1900 Block Western Drive - Works and Services Committee, September 11th, 1984 RECOMMENDATION: That the speed jimit on Western Drive from Mary Hill Road to Aire Crescent be reduced from 50 km per hour to 30 km per hour. BACKGROUND AND COMMENTS: The sharp curve at the north end of Western Drive has been the scene of a number of serious accidents over the years. The curve is sharp and has an adverse crossfall. Over the years we have put up warning signs with 30 km per hour speed tabs and installed concrete barriers to prevent cars from ending up in the yards of the homes below the curve. Despite these actions there have stil! been problems. 7 The R.«C.M.P. are requesting that an actual speed limit reduction be ‘placed on this road in view of the dangerous curve and the fact that there is already a school speed zone in the vicinity. The R.C.M.P. have calculated the maximum speed around the curve given good conditions to be about 45 km per hour. Under any. conditions other than perfect the speed would be less. Even with a speed limit sign rather than a warning sign it is unlikely that drivers will obey the speed limit. However, there is a better chance that strangers to the area who do not know the road conditions will slow down if it is a speed timit reduction. We would naturaily continue to leave the warning signs showing the sharp curve on the KKK a F.E. Peters, P. Eng., City Engineer
