FRAMEWORK FOR REVITALIZATION Concept Plan Our recommendation for the overall framework for Downtown Revitalization is presented on the accompanying map. Its key features are: ° defining character areas within the Downtown. Some of these _ |” character areas presently exist and relatively minor efforts are needed to strengthen them. In other instances, relocation of uses, redevelopment and infill of lands and/or the introduction of new uses is required. These character areas include: a wall of retail uses along McAllister from the footbridge to just east of Shaughnessy and along Shaughnessy; a civic/institutional area extending fram the retail wall on McAllister to the proposed courthouse facility site and recreation center; offices in the northeast section of the core and on adjacent lands outside the core; and a high density quality residential area across from the east bank park. parkade developrnent in conjunction with commercial uses as warranted by demand. Proposed sites are between Marpole and McAllister and on City owned land to the east of Donald on Wilson. development of entry/arrival points to the Downtown with the Shaughnessy/Wilson intersection as the main entry point the Shaughnessy/McAUlister intersection as the central focal point for the Downtown and the McAllister/Maple intersection as the main pedestrian focus. extension of Maple Street to Shaughnessy north of the C.P.R. tracks. using a well-designed, visually consistent and continous pedestrian system to link activity areas within the core, link the Downtown core to adjacent activity areas/residential areas and reinforce the McAllister/Shaughnessy intersection as the focal point of the Downtown. integrating the lanes east and west of Shaughnessy into the pedestrian system.
