Service would like to remind the. public - that -burning permits are reé- quired from’ April 15, 1990 to October 15, 1990. Burning. per- mits ‘in the Kalum Forest District: can be obtained from: the District Office in Terrace or the. Field Office i in Stewart, Persons living within the City of Terrace or the districts of. Kitimat and ‘Stewart. should ‘obtain their. burning permits through. their respective municipal offices or their local fire departments. Burning permits are an im- portant administrative tool that is used by both Forest Service and fire departments. Burning permits enable the Forest Service -and fire departments. to keep track of where fires are ¢ burning, thus avoiding unnecessary re- sponses to fires. Burning permits also: give Forest Service arid fire “departments an opportunity to put in written conditions and give verbal advise to permittees ‘on how they can safely carry out their burning. In addition, it should be noted that if burning is carried out in accordance with the conditions of the permit, the permittee is only liable for the condition of the permit, If a fire starts as a result of burning: without a permit, the person lighting the fire can be held re- sponsible for all costs resulting from the'fire. = .. Ironically, the Legal Services Society Board rejected applica- tion from Terrace’s Lax’Ghels Community Law Centre for a second lawyer’s position, Terry Brown is the lone lawyer at Lax’Ghels. Even before the new guidelines were announced, Brown had made a statement to the Terrace Review that the Community Law Centre was in desperate need of a second lawyer.. Brown says their concern for the lack of legal assistance in the Community Law Office has been reviewed with Skeena MLA Dave Parker. With Parker’s as- sistance, it is hoped that At- torney General Bud Smith can be persuaded to approve the help Brown needs. The new eligibility guidelines are based on a realistic assess- ment of the applicant’s need and are intended to provide assistance to the working poor. The guidelines consider debts and assets as well as income. The test for eligibility is, ‘‘Can peo- ple afford the services of a lawyer without impairing their ability to feed, clothe and house themselves and their depen- dents?” If the answer is no, they are eligible. The introduction of the flexi- ble eligibility’ guidelines im- plements one of the major -rec- ommendations made by the Justice Reform Committee in 1988. If someone is eligible for help with a criminal, family or Human Rights Act problem, they are sent to a lawyer in private practice. The lawyer acts for-the client and sends the bill to the Legal Services Society. The Lax'Ghels and other community law offices ate ex- pected to handle cases on Workers’ Compensation, Un- employment Insurance and Ministry of Social Services and Housing appeals, foreclosure defences, refugee work, and several other types. of legal prob- lems. - About 80 percent of the fund- ing for the Legal Services Socie- ty comes from the provincial government, Most of the ‘re- mainder comes from the Law . Foundation and the Notaries Foundation.
