back from Quebec
Winter Carnival

Charlotte Schoeps, Miss Terrace 1987, and her
chaperone Barbara Ziraldo recenily returned from an
eight-day trip to Quebec City where they represented
Terrace at the historic city’s annual Winter Carnival.
They submitted these two reports of their experiences

there:

Visiting Quebec City has been
a wonderful experience for me I
was overwhelmed by the warmth
and kindness of the Quebec peo-
ple. Barbara and-I were treated
like true royalty and as a result
have returned home with newly
made friends, many fond mem-
ories, and a new awareness of
our wonderful country.

We were given V.I.P. passes,
escorts, and chauffered to all
Carnival functions. We took
part in two different tours of

this historical city and enjoyed.

time wandering around on our
own. During the festive activities
of Carnival it is not at all
unusual to see people walking
arm in arm singing the official
Carnival songs: Barbara and I
did not. hesitate to join in,
despite the fact we hadn’t a clue
what we were singing — Or,
rather, trying to sing! We found
ourselves participating in Rio
night, and Mardi Gras night and
many other fascinating events.
We were not shy when it came to
getting up on the dance floor
and showing them how it’s done
in B.C,

You cannot imagine my shock
when I literally bumped into
Brooke Shields in the elevator at
our hotel! Breakfast was live
entertainment, watching Eugene
Levy as we ate. We were hon-
ored to meet TV and movie ac-
tors and actresses Carrie Fisher,
Margot Kidder, Margot Hem-
ingway, Allan Thicke, Judd
Nelson, Greg Harrison, and
many more stars.

The mayor greeted us with the
usual warmth and flair of the
French, open arms, hugs and
kisses on the cheek. He listened
intently as I enlightened him on
our beautiful province with its
snow capped mountains, vast
lakes and of course Kermodei
bears!

’ Though leaving Quebec sad-
. dened me, my heart was bursting
with all that I had encountered
during my stay. The experience
has left me yearning to explore,
not only more of my own coun-
try, but more of my world! I was
extremely proud to be represen-
ting my home city, Terrace. I
would like to say “thank you’’,
to Canadian Airlines for so
graciously donating my plane
ticket, my mom and dad as well
as the Terrace Jaycees for help-
ing out financially, Vesta
Douglas, and my more than effi-
cient, more than enjoyable
chaperone, Barbara Ziraldo.

- Miss Terrace and I spent eight
days in Quebec City during the
Quebec Winter Carnival. We
were treated as V.I.P.’s by the
Winter Carnival Committee and
given V.1.P. tags which allowed
us to enter all events free of
charge. We were escorted wher-
ever we wished to go during our
time in Quebec by the Winter
Carnival Committee. Some of
the events we attended were:

@ Opening Ceremonies and
crowning of the Snow Queen.

e@ Judging of the Ice
Sculptures.

@ A formal reception at the
Mayor’s chambers, where we

were presented with gifts from
the city, and Miss Terrace gave a
speech promoting Terrace for
tourism and thanking the city of
Quebec for the warm reception.
e@ A formal reception at Winter
Carnival headquarters where the
Winter Carnival presented gifts
to us, a,

@ A complete tour of the old
and new Quebec City.

'@ Special events such as Rio

Night, Beach Party Night, Mar-
di Gras Night, Exotic Makeup
and Hair Show, Carnival Parade
and many other events too
numerous to mention.

The city of Quebec is one of
the most beautiful cities we have
ever had the pleasure to see, and
the people of Quebec City were
very warm and friendly. The
history of the.city.was something
very special and it is so nice to
see that they preserve the old
buildings and streets of Quebec
City, and they have all the
warmth and charm as they did in
the first days when the settlers
first came to Canada. The
language barrier was difficult at
times, but most people went out
of their way to try and under-
stand us. We were very for-
tunate to stay at the Le Con-
corde Hotel where all the
Hollywood stars were staying
for the Pepsi skiing events, and
we were very fortunate to meet
some of the stars such as Brooke
Shields, Eugene Levy, Carrie
Fisher, Doug Sheenan, Greg
Harrison and Judd Nelson.

The crowning of the Queen of |

the Carnival was done in front
of the Snow Castle with ab-
solutely beautiful weather as it
snowed all during the cere-
monies. Each of the seven con-
testants from different parts of
the city sold Bon Homme sou-
veniers which are tiny plastic
snowmen you wear on a button
on your jacket, and for each
snowman sold the person who
buys it can vote on which girl
they want to win. The night of
the crowning all ballots are put
into a barrel and drawn at ran-
dom, and the first girl with five
votes wins. She becomes Bon
Homme’s wife during the car-
nival and attends all events with
him. We were very fortunate
because we met Bon Homme at
least three times — usually if
you meet him once you are very
lucky as he is very highly regard-
ed and in some ways is more im-
portant than Santa Claus.

Charlotte promoted Terrace
for tourism wherever the chance
arose, and we left pamphlets all
over the city of Quebec as well as
the Kermodei pins, There were
delegations from as far away as
the Island Martinique in the the
Bahamas, the New Orleans Mar-
di Gras, Calgary and Nova
Scotia, but we were the only
delegation from B.C.

like to see the City of Terrace
and the Jaycees promote the
idea of an exchange for the
Winter Carnival and Riverboat

Magazine.

Legion Seniors Program: The
effort to encourage communica-

‘tion between Legion branches

and seniors and to create an
awareness of the present role
and activities of seniors
organizations, community agen-
cies and various levels of govern-
ment continued. _

Strategic Planning: The ex-
ecutive recognized the need for
the organization to develop a
comprehensive plan to lead the
Legion into the future. As any
organization, the Legion recog-
nized the need to adapt to sur-
vive and maintain a strong sense
of purpose.

BCEL: Assistance has, con-
tinued to our Caribbean com-
rades in the form of welfare
grants and poppy supplies, and
an education assitance program
for children and grandchildren
of veterans in the Caribbean has
been started.

Youth Progams: Besides the
usual branch and command
youth programs such as leader-

port for cadets, scouts and
amateur sports, several. other
programs exist. Pilgrimages,
leadership training, public
speaking, safety and audio-
video identification ._programs
are among the many supported
by various levels of the Legion.

June, 1987, the Dutch embassy
in Ottawa sponsored a number ~
of events including a gala even-
ing at the National Arts Centre. |

bassador to the welfare fund.

Water upgrade underway

TERRACE — The city has
agreed to address concerns over
the city water supply as noted in
last fall’s Fire Underwriter’s
Survey. They have also sent con-
cerns dealing with the fire
department to the Finance Com-

‘mittee for further discussion and

recommendations.

A Fire Underwriter’s Survey is
conducted in ali B.C. commun-
ities periodically to determine
their ability to respond and suc-
cessfully extinguish a fire for fire
insurance grading classification
purposes.

A survey done in Terrace last
September noted that the ade-
quacy and reliability of the city’s
water supply for fire protection

tially since the last formal
review, but it also pointed out
some areas that should be
upgraded, .

Areas noted for improvement
included small diameter piping,
inadequate looping and exces-
sive spacing of water mains in
some areas. According to a Pub-
lic Works Committee report,
these are problems which the
city is already addressing.

The committee also made
some suggestions to formalize
the water main flushing and fire
hydrant maintenance programs
but noted that these programs
are also being improved as fund-
ing permits.
