City approves mystery store FOR THE second time this year city councillors have decided to approve a major commercial rezoning without knowing who’s behind it. The request put forward by a Calgary-based archilect is expected to be for a Canadian Tire store, but council has been told nothing officially. However, they have given first and second readings to a bylaw to rezone three properties on Hwy16 West from heavy industrial to service commercial. They're also amending the Official Community Plan designation from light industrial to service commercial. Mayor Jack Talstra said it’s sometimes perplexing to residents, but says the issue when it comes to rezonings is the long-term use of the property — not who's proposing what at this particular moment. The application filed by Rob Young Architects of Calgary includes a site plan for a 46,000 Square foot retail store and auto service centre, plus a 10,500 square foot garden centre. They’re amalgamating three parcels into one property al the corner of Hwy 16 West and Brooks St, The site is beyond McEwan GM and currently houses Peter- bilt’s truck shop and an adjacent house, The proposal includes parking for 292 vehicles and there will be a large undeveloped area for future expan- sion. It passed through council’s planning committee meeting two weeks ago with virtually no queries. City planner David Trawin told councillors the use fils with adjacent properties zoned service commercial, and said it’s likely that entire stretch of Hwy 16 will end up with commercial zonings. Extensions of Park Ave. to Kalum Lake Drive and out to the highway beside the development are cx- pected to give drivers other ways to access the store besides the highway. A public hearing will take place at council chambers at 7:00 p.m. on Monday, December 9th to hear con- cemis about the Official Community Plan amendment. Representatives of the developer are expected to at- tend the Thursday, Dec. 5th planning commitice meet- ing to field questions from the new councillors. If council is still on side after the public hearing, the bylaws would get third reading Dec. 9, and then final adoption in January once highways officials give their approval. Traffic and environmental assessment studics are now underway. Trawin said there may be an issue over access to the highway with highways ministry planners, but said it’s not expected to be as troublesome as the dispute that delayed Westfair Foods’ Real Canadian Wholesale Club proposal earlier this year. He said highways plans to take five metres of land from the property for eventual extension of the high- way to four lanes from Kenny to Kalum Lake Drive. James W. That increase still has to be approved by city council, but the chances are good. The library’s budget com- mittee was asking for about $26,000 extra this year, or a five per cent increase in its budget. However, they’ll likely end up with that plus an extra $38,000. The bulk of their original request was about $16,000 to buy a new server for the library’s computer system. Library board members say they might also be able to provide dial up for library patrons with a new server. That means someone could use their computer to access library circulation records to sec if a book was in. Another part of the first $26,000 would be used to make up-a shortfall in the benefits plan. Part time staff members are now allowed to join the municipal pen- sion plan, and the library still hasn’t nailed down how much extra that will cost. And a two per cent in- crease in wages across the board has been built into the budget. The parks and rec com- mittee also gave a thumbs up to the idea of giving the library extra moncy to open on Mondays. Councillor Dave Hult raised the idea, saying many pecple don’t work Mon- days, and have asked him about the possibility of the library opening that day. He suggested the library look at opening with a skeleton staff for eight hours on Monday, perhaps from noon till 8 p.m. The parks and rec com- mittee approved the idea of giving the library an extra $25,000 for this. However, members of the library budget committee spoke up, worried that they might not get money for a theft detection sysiem. It’s something the library has wanted for ycars, and the budget committec says ils $13,000 price tag will likely pay for itself in four years. The anti-theft system was originally designed to be part of the mew library building, but ‘it was eliminated in order to keep building costs under control. The library budget com- mittee was delighted with promises of _ iicreased monies, but worried that they might not gct the anti- theft system, if they also got money for a Monday open- ing.
