Flaws in pause Naturally the impending removal of President Johnson from power is welcomed by all progres- sive men. His action is a reflection of the power of the peace movement and democratic forces in the United States as well as throughout the world. It is above all a striking demonstration of the will and determination of the Vietnamese not to be crushed by the might and fury of the American war machine. However, in the immediate euphoria of. his speech, the will for peace is being played upon by the deceit and cynicism of the American ad- ministration and the communication media. ‘ Just what President Johnson means by a “uni- lateral act of de-escalation” became clear the morning after his speech when it was announc- ed that the American airforce and navy smashed their way over 209 miles into North Vietnam bombing over one third of the country. According to the New York Times, there is speculation that with the bombers freed from raids over most of North Vietnam the air strikes over the southern third of the country would be intensified. The “unilateral act of de-escalation” also appears to be timed with the monsoon weather over much of the North, which makes bombing difficult in any case. Apparently lost in Johnson’s rhetoric was the announcement of a new troop buildup in the south. He is only (7) sending 138,500 reservists now, but according to Pentagon sources 50,000 reservists will be called up “perhaps” for Viet- nam, Thus in the wake of Johnson’s speech it is hard to understand the headlines in the press which describe his move as: “U.S. Bombing Halt Challenges Hanoi to Make the Next Move.” (Toronto Star, April 1). Or in the case of the Toronto Globe and Mail which on April 2 head- lines the intensified bombing up the North Viet- namese panhandle and editorializes that John- ‘son has. stopped all the bombing “except the supply routes just north of the Demilitarized Zone.” . Muddying the waters further our own lame duck Prime Minister rushed into the press with a statement which embellished Johnson’s posi- tion and stated that the next. step was clearly up to the North Vietnamese. After all only one . third of the country is being bombed now. As they say, we are only a little bit pregnant. The victory for peace which was indicated in Johnson’s declaration is not yet tangible.
