Kirk City Administrator RE: KENNAMETAL INC. - 1651 Kingsway Avenne, Port Coquitlam Permit Application to Amend Pemnit PS-8201 RECOMMENDATION: THAT the City of Port Coquitlam not entertain the dumping or storing of any special waste, specifically polychlorinated biphenyls (PCB's) originating from outside the boundaries of the City; AND FURTHER THAT His Worship Mayor Traboulay forward a letter to the Minister of Environment, Lands and Parks outlining the City’s position. BACKGROUND AND COMMENTS: On June 16th, 1993, the City became aware that an amending permit to expand KENNAMETAL INC.’s polychlorinated biphenyls (PCB’s) storage facility had been issued. This amended permit was intended to provide for the storage of KENNAMETAL’s PCB’s currently located in Ontario. His Worship Mayor Traboulay has spoken directly to the Minister and has been assured that the transportation of the PCB’s is currently “on hold” pending the City’s input. Councillor Keryluk, Chairperson of the Environmental Protection Committee, has held a number of meetings with staff to prepare the City’s position regarding the storage of PCB’s within the municipality. Attached to this report is a memorandum to file from the Deputy City Engineer giving the chronology of events surrounding this issue. It is understood that, due to the innocuous application forms being used by the Ministry of Environment, Lands and Parks, the City of Coquitlam faced the same set of circumstances.
