That third reading of Zoning Amendment Bylaw No. 2685 be rescinded and that a new Public Hearing be held on April 19, 1993. This Rezoning Application from RS-1 to RM-4 is to be subject to: Completion of a design to the satisfaction of the Director of Planning; Satisfaction of Engineering Department requirements; Submission of landscaping plans to the satisfaction of the Parks and Recreation Department; Satisfaction of Building Department concerns; The project being subject to 1992 rates for Development Cost Charges; Consolidation of the properties into one lot; and Issuance of a Development Permit. That the Planning Department be authorized to re-draft Development Permit No. 20/92 on the basis of the revised design; and That the Mayor and Clerk be authorized to sign the documents when completed subject to the conditions noted above. BACKGROUND: These properties were the subject of a rezoning and development permit application for a 24-unit rental apartment building that received Third Reading on July 13, 1992. The applicant has since decided not to proceed with the development of a rental building at this time. A revised design has now been submitted for a 22-unit condominium apartment building. The subject site is located at the corner of Shaughnessy Street and Welcher Avenue in the Downtown Apartment District. The site is presently zoned RS-1 (Large Lot Residential) and is designated for "Apartment" in the Official Community Plan.
