If Canada is to maintain her position among the world’s nations and if we are to increase our living standards, then we must build the institutions for advanced education and technical train- ing and make these facilities available to all our young people who have the inherent ability to absorb such educa- tion; not just a few whose par- ents can afford the price. To this end the Canadian Government in conjunction with the Provincial Govern- ments must supply the money to build our Universities and Colleges, rather than rely on voluntary donations. Until the Governments ac- cept their responsibilities to- ward education, people who recognize the great need for properly trained professional and technical personnel will have to fill in the gap by vol- untarily contributing to such drives as the Three Universit- ies? Fund. Although I will personally support the Three Universities’ International Union of gress and the union. Congress Membership On Increase Membership in the Canadian Labour Congress is expected to be increased by more than 27,000 as a result of affiliations approved or under discussion, Claude Jod- oin, CLC President, announced. This will bring the CLC’s membership to 1,177,000. Affiliations have been approved for the Federation of British Columbia Telephone Workers, 4,500; the Lith- ographers and Photo Engravers International Unions, 4,000; and Loblaw’s Workers’ Council, 5,000. The CLC’s executive council has given approval in principle to the re-affiliation of the 13,500 members of the Operating Engineers and details are being worked out between the officers of the Con- mittee, events have made it im- possible for the Labour move- ment to follow its original — plan and my resignation as Chairman of the Labour see- tion stands.” President Murray Drew, Local 1-118, Victoria had pre- viously submitted his resigna- tion as a member of the Com- mittee for similar reasons. These resignations precipi- tated the withdrawal of the B.C. Federation of Labour from campaign plans propos- ed at the outset of the drive. Secretary Pat O’Neal reg- istered objections to the re- cent increase in fees for sum- mer tuition at UBC which, he claimed, indicated an almost certain increase in the regu- lar tuition fees. He listed the Federation’s objections to the Three Uni- versities’ campaign plans as follows: © Denial of labour repre- sentation on the governing bodies of the universities. © Lack of consultation with organized labour on campaign plans. e The omission of aid for Notre Dame private univers- ity in Nelson, serving the Kootenay area. e° The attempt of the gov- ernment to evade basic re- sponsibilities in supporting higher education. © O’Neal stated that the at- tempt made by the President of Victoria University to deny, certification of employees on the campus was the “straw that broke the camel’s back.” SSS SPREE EEE eras * OE .
