Lenin made his analysis of imperialism at a time when world capitalism held unbridled sway across the face of the globe. It alone made the deci- sive decisions affecting the fate of mankind. This situation was shattered by the October Social- ist Revolution. Today a mighty new force—the system of social- ist states—has emerged and has broken the imperialist mono- poly. Socialism growing strong- er with every passing day merges with the sweep of the national liberation movement, and the mighty strength of the international working class. Lenin’s definition of imperial- ism has lost none of its valid- ity. Its basic roots, features and contradictions not only remain operative but are more sharply defined. The system of socialist states, the bulwark of which is the Soviet Union, stands as the main barrier to the rapacious aims of imperialism. This is why world imperialism, headed by the U.S. imperialists, resorts to all meth- ods to roll-back the boundaries of socialism, to halt the decline of the capitalist world and re- gain lost positions and territor- ies. The imperialist powers maintain constant military pres- sure against the socialist states. They conduct ideological war- fare and psychological aggres- sion against the socialist states aimed at creating internal sub- version and stimulating counter- revolutionary activities as was the case in Czechoslovakia. They woo socialist countries with soft words and promises of cooperation and financial as- sistance in attempts to entice them back into the capitalist orbit. ‘Unable up to now to launch a third world war for a forcible re-partitioning of the world, as well as being fearful of its out- come, the imperialists light the fires of local wars all of which contain the seeds of global war, ie., the U.S. aggression in Viet- nam and the Israeli aggression against the Arab states. They create hot spots in Central Europe, Cuba, Korea and South East Asia. They create war psychosis in their own coun- tries as justification of the in- tolerable arms race imperialism has imposed upon the peoples of the world which impoverishes the peoples, threatens many countries with national bank- ruptcy and is a constant men- ace to world peace. The imperialists strive to cor- rupt parties and governments in the developing countries such as through the infamous Alli- ance for Progress foisted upon the peoples of Latin America by U.S. imperialism. Leading im- perialist powers buy up the re- sources, industries and politi- cians of the lesser imperialist . powers as the U.S. trusts are doing in Canada. This is the face of imperial- ism, the main enemy of man- kind. © To decisively defeat imperial- ism and to put an end to its continuing aggression against mankind requires maximum development of united action of all anti-imperialist forces. Para- mount to achieving this objec- tive is the restoration of the cohesion of the world commun- ist movement. The Moscow Meeting of the Communist and Workers’ Parties.marked a big step forward in this respect when it reached agreement on a common strategy to counteract the global strategy of imperial- ism To state this is not to deny the areas of disagreement which are rooted in the differing esti- mations of the strengths of socialism and imperialism. Nor is it to be taken as an attempt to gloss over the great harm done to the world com- munist movement and the anti- imperialist struggle by the lead- ers of the Communist Party of China who have now elevated their differences with the Com- munist Party of the Soviet Union to an official state policy of anti-Sovietism. The anti- Marxist, anti-Leninist line of the Chinese leaders was quite decisively rejected at the Mos- cow Meeting and China’s armed attacks against the Soviet bor- ders condemned. Common agreement around a scientifically correct strategy for mass struggle against im- perialism is fundamental to re- storing communist unity. This must be followed-up by continued dis- cussions on the basis of mutual respect and understanding, coupled with firmness in uphold- ing principles of socialist soli- darity and proletarian interna- tionalism. e The same patient and princi- pled struggle for unity must be waged to achieve united action of all anti-imperialist forces. The main link of which remains the struggle for world peace against the menace of thermo- nuclear. war and mass extermin- ation. The defense of world peace is inseparably linked up with the struggle to compel the imperialists to accept peaceful coexistence of states with dif- ferent social systems. Peaceful coexistence does not mean support to reactionary regimes or ideological coexis- tence with capitalism. Nor does it mean sacrificing the inalien- able right of every people to take up arms in defense against encroachments by _ imperialist aggressors and to avail itself of help of other people in its just cause. It does, though, mean respect for the rights of every people freely to decide their social, economic and _ political system, strict observance of the principles of sovereignty, equal- ity, territorial inviolability of every state, non-interference in the internal affairs of other countries, and the insurance of a political settlement of out- standing international issues through negotiations. A primary objective of united action of all anti-imperialist forces, and a vital component of the general anti-imperialist struggle of the peoples, is to intensify the struggle to compel U.S. imperialism to get out of Vietnam; to press on all govern- ments to recognize the Provi- sional Revolutionary Govern- ment of South Vietnam; .and full respect of the right of the Vietnamese people to solve their problems without outside inter- ference. Many hard struggles lie ahead but the peoples of the world, through united actions, can de- cisively establish their power to end all imperialist aggression. In the interests of advancing this great humanitarian goal the Communist and Workers’ Par- ties are called upon to consoli- date the ranks of the world communist movement, to staunchly defend the socialist gains, and to hold high the ban- ner of proletarian international- ism.
