The subject comes often in conversations butup to now no concrete action was taken to put it forward. During the Association AGM last November; parents expressed their concerns regarding the CSF recognition of parents committees’ existence and their role. This statement was reinforced during the CSF consultation meetings during which parents got more informed than they had been consulted about the Capital Plan. During public meetings parents realized that they were presented with a fait accompli and thatthere was no other choice than the scenario presented. They felt completely excluded from the process by which the Capital Planwas adopted because, between other things, of a lack of communication. Since its creation the CSF was faced with many difficulties being negotiations with the anglophone school districts and teachers or in organizing its service structure. The CSF had to concentrate its energy on solving the problems and ensure the delivery of quality educational services to the children enrolledin the Francophone programs under its jurisdiction. However wecanalsosee thatthe CSF has forgotten an important partner, the architect of its very existence: the parent. The initial phase of school governance implementation is nearly at end; itis time to approach the question of parents involvement. Forthis reason, both Boards of Directors have agreed to meet for discussions on April 18 1998. The issue will evolve rapidly during the next few months. COURT ACTION: 4-0 FOR PARENTS A Regulation to create the CSF was issued in November 1995, then we had Vickers’ Ruling in August 96, a School Act Amendment in July 1997 and the Order in Council of March 1998. School governanceis an important asset that will contribute to the realisation of our vision towards Francophone education. The change of status carried at last November AGM has been officially approved on April2 nd 1998 by Corporate Affairs. The membership ofthe F.P.F.C.B. will be composed of the regional parents committees from next September. These changes will help the new Fédération to adjust its work with the Conseil scolaire francophone decision-making structure. An information kit will be sent soon to all parents committees. NEW ADMINITRATIVE STAFF Manon Latulipe has justfilled the position of Coordinator, Liaison and Training and will ensure the liaison between all parents committees.
