TO: City Administrator November 5, 1987 FROM: City Engineer SUBJECT: Crosswalk Lines at Intersection of Oxford Street/ Coquitlam Avenue = Public Works Committee | November 3, 1987 Recommendation: That crosswalk lines be painted on the four sides of the intersection of Oxford Street and Coquitlam Avenue. Background and Comments: * The Public Works Committee received a petition and delegation from residents of the area of Oxford and Coquitlam dealing with traffic problems at the intersection. The residents claim that problems have increased since the opening of the Beer and Wine Store at Frisco'’s. We have no comparison of recent traffic counts with older counts, however, the statement is logical and the accident record appears to bear that out. Accidents in each of the years trom 1984 to 1987 are Three, five, three, and eight respectively. Eight accidents in the first ten months of 1987 is unusual ly high far an intersection that has four-way stops with the given volume of traffic. The ReC.M.oP. confirm that a number of people do run the stop signs on Oxford Street. This no doubt contributes to the accident rate. Two weeks ago the City took steps to try to improve the observance of the existing four-way stops. Advance warning "stop ahead" signs were put on both Oxtord approaches. In addition, school silhouette signs were put up on both approaches. These signs should help to draw drivers! attention to the fact that Oxford Street traffic must stop. While crosswalks without school patrols are normally not recommended, the Committee felt that in this case the crosswalk lines would help to draw attention of the drivers to the need to stop at the intersection. Unsupervised crosswalks are not quite as dangerous where they are protected with stop signs as they would be if this was at an uncontrolled intersection. As a result of the delegation, the Committee will also be reviewing the parking on Coquitlam Avenue west of Oxtord
