Change it they asked the City. ‘The City wrote back saying that the City had promised the residents that corner and it would be up to BC Transit to convince the residents of a solution. A public meeting waa held in the Fall of 1991. About 80 people attend yet another meeting at Westwood jJementary, Six Alderman were in attendance, two City Staff and tow representatives from BC Transit. If BC Transit could not open up Woodland at Kitchener, how about opening Lincoln at Woodland, even one way? NO said the crowd. We are trying to reduce commuter traffic and if we make changes at Kitchener at Woodland to accommodate the buses, then we have done nothing to stop the commuter problem. I asked in public 12 the Aldermen present got the message that reducing traffic was more important than keeping the buses. The Alderman agreed that they had not the massage loud and clear. BC Transit waa informed that neither Woodland at Kitchener nor Woodland at Lincoln would be altered to accommodate buses. Much has been said about Hastings and Patricia now being collector roads so they must be expected to tolerate larger volumes. Reading from sections of the manual, ‘Geometric Design Standards for Canadian Roads - Roads & Transportation Association of Canada', definition of collector roads, "traffic service function of this type of road collector is to caxry traffic between local and arterial roads" please note that the function of a collector ig not to act as a connector from arterial to arterial. Rather it is the common road to get in and out of local roads. In addition the typical traffic volumes characteristic of urban locals, which is the city's definition of Clayton, Tuchey and Murchie is leas than 3,06000 vehicles per day. The last traffic count on Murchie was 2,200 per day so Clayton, Tuohey and Murchle have not year graduated from urban local reads to collector roads. I wish I could show you in cold hard numbers how much the traffic volume on Hastings and Patricia has decreased due to the traffic island on Kitehener Street. Unfortunately, the last traffic volume count before the traffic island was installed in 1987. Ail I can tell you is the traffic island worked in that it reduced the eastbound traffic on weekdays. The obvious side effect has been the more persiatent commuters continuing to usa Clayton/Tuohey and Murchie. 2/3 ITEM
