From our discussions with the Liquor Control and Licencing Branch, it
appears that the only significant impediment for Poco Cabaret to open its
doors, with a capacity of 225 seats, is a lack of clarity as to the positions
taken by the Liquor Control and Licencing Branch and the Council of Port
Coquitlam.

If Councii wish to allow Poco Cabaret to open its doors at the earliest
possible date with 225 seats, as previously approved, then the two resolutions
noted in the recommendation section would be in order.

Council should notice that the Liquor Control and Licencing Branch may not
accept a resolution that does not include a statement indicating that the
"expansion" to 325 seats ia being considered.
