FROM: Alderman M.R., Wright SUBJECT: Biennial Municipal Elections RECOMMENDATION: That the City Clerk be instructed to prepare the necessary documents for presentation to Council in order that the City may proceed fo a biennial election system. BACKGROUND: Some Council members will recal! that during 1983 a special Council committee composed of Aldermen Keryluk and Mabbett made a number of recommendations in connection with the City's election procedures. One of these recommendations was that the ‘City proceed to a biennial election system. However, on the understanding that the Provincial Government would be instituting a triennial election system this recommendation was set aside. As is of course obvious, a triennial election system has not. yet been established and we do not think it will be, at least in the foreseeable future. The City Clerk advises me that the cost of running the election system each year (including voter registration, advertising, staff costs, etc.) is approximately $16,000. so a biennial election system would save the City approximately $8,000. per year. This year would be an ideal year to effect the change (being a non Mayoralty election year) and the best way to effect the conversion would be to have the election in November this year for one year terms and then in 1987 the entire Council, and.
