Freeman City Clerk Re: Non-conforming Auto Accessories At the Council meeting of October 23rd, 1978, during the discussion with R.C.M.P. Inspector Galbraith, Alderman Thomspon referred to the problem being experienced by motorists being charged by the Police for installing certain non-conforming equipment on their vehicles purchased by them in good faith from outlets selling auto accessories, Attached are copies of letters exchanged between our office and the Ministry of Consumer and Corporate Affairs in April and May of 1977 and you will see that the correspondence arose as a result of this problem being mentioned in Council on April 18th, 1977. Briefly stated, the Ministry of Consumer and Corporate Affairs advises that citizens that find themselves in difficulty in this respect should contact the Vancouver Office of the Ministry of Consumer and Corporate Affairs at 411 Dunsmuir Street - telephone 668-2911 - in order that an investigation may be undertaken under the Trade Practices Act. The reply from the Minister of Consumer and Corporate Affairs states that it would be his view that by holding these items out for sale without disclosing that it may be illegal to install them on a vehicle which is to be used on Provincial highways, represents a "failure to state a material fact" and this is apparently an offence against the Trade Practices Act. 4 ARQ An) City Clerk RAF /w attach: f A SaaS we 1“ eat
