June 12th, 1978. Moved by Alderman Ranger: Seconded by Alderman Laking: That the following resolution be presented to the September 1978 U.B.C.M. Convention and a copy of Alderman P.F. Ranger's memorandum of June 8th, 1978 and the resolution be forwarded to the Minister of Municipal Affairs and Housing: "WHEREAS amendments to the Municipal Act have been proposed to provide for approval of Land Use Contracts and Zoning Amendments by majority vote of those members of Council present and voting rather than the two-thirds vote of members of Council present and voting as previously existed; AND WHEREAS land is a non-renewable resource, particularly with reference to habitable land in British Columbia; AND WHEREAS the use of land for various purposes should be given a very careful public scrutiny before alterations in permitted land use are made; - AND WHEREAS proper planning and the control of the use of land is of prime importance in view of a burgeoning populace and concern about the ecological balance of nature; AND WHEREAS the aforesaid importance should be reflected in the greatest possible numerical support of the members of Council for any change to land use patterns and regulations; NOW THEREFORE BE IT RESOLVED that. the Union of British Columbia Municipalities request the Government of the Province of British Columbia to continue or reinstate the two-thirds affirmative vote of all members of Council present and voting for the approval of a land use contract and the adoption, amendment or repeal of a zoning by-law." Carried. Alderman Keryluk voted against the resolution. Prior to passage of the foregoing resolution Alderman Keryluk advised that although he was in favour of the resolution as presented he could not vote in favour of it as he had not seen the text of the amendments to the Municipal Act upon which the resolution was based.
