In addition, of course, many homes not insulated to recommended standards could reduce their heating bills substantially and improve their year-round comfort by taking ad- vantage of the insulation financing plan. In fall, 1975, when Hydro instituted an advertising campaign promoting «in- sulation, there was an in- crease estimated at 10,000in the number of existing homes in which insulation was upgraded to modern standards. Last fall, in the second year of the campaign there was a further increase estimated at 13,500 homes.
