Vigorous opposition to Bill 39 staged by CCF, Labor members By NIGEL MORGAN VICTORIA, B.C.—Liberal and Tory Coalitionists rode rough-shod over the vigorous opposition of CCF MLAs and veteran Laborite Tom Uphill, voting in ‘roll call’ division without execption fog inclusion of two of the worst anti-union provisos yet included in any labor act. Grossly unfair fines against unions and union officers, and government Supervised votes, two of the most contentious issues to come before the entire session became law in the dying hours of the Legislature, as the Coalitionists steamrollerea through passage of the 76 sections of Bill 39 with what Labor Minis- ter Pearson termed as - only “minor amendments.” Rejecting practically all of more than 75 amendments proposed, Liberal forces ‘maintained a solid “employ- er” front with the Tories, despite pledges. of support to labor’s de- mands by Gillis of Yale, Smith of Atlin, Beard of Esquimalt, Laird of Similkameen, Speaker Wittaker of. Saanich and thers. Backing down on his previously announced opposition to the gov- ernment supervised vote and de- cision to lift the labor act for second reading, Minister Pearson finally gave way completely to Tory. pressure for the. CMA-spon- sored anti-labor legislation: Ad- mitting he was in an embarrasing predicament since he was sponsor- ing a bill containing a measure he hours ,as well as that already pro- ‘vided against persuading “to ijoin”; _6) Elimination of “profes- ‘sions’ from the clause dealing ‘with craft and unit rights to cer- ' tification; (7) Inclusion of so- ; called “employ- ‘ees organiza-" ‘tions (or com- ‘pany union's) ‘under prohibi-_ ‘tive and penal- {ty ‘clauses pre- ‘viously only ap- plied to unions; And (8) Provi- sion for notifi- | cation to unions | by employers of all motices by union members of revocation of dues checkoffs. Complete Tory domination, blind partisanship and big business control over Coalition MILA’s was reflected in their contemptuous, insolent attitude to the voicing of Nigel Morgan present form as “a vicious act greatly strengthening the employ- ers hands. The bill is a backward step,” he said, “imposing penalties on unions and the democratically elected and controlled officials that labor has fought all over the world for the last 50 years. But no legislation is going to take away their right to strike when they feel they have a- just cause. If Bill 39 is enacted, labor leaders face a choice of seeing the de mands of their members frustrat- ed, or of defying the law and suf- fering penalties, “Trade unions like the one to which I belong, the United Mine Workers” said Fernie’s Tom Up- hill, “Will never give up the right to strike in spite of all the red- tape and minimum 96-day period for conciliation processes and cooling off. The penalty clause,, even as amended, and the govern- ment supervised vote is the worst piece of union-busting legislation ever introduced anywhere in this Dominion. With reactionary employ- ers embarking on an all-out offensive to smash the trade unions, and a venal press carrying on a daily red-baiting smear against union leaders, the workers need their own press to bring them the truth of what is going on. That is why | wholeheart- | edly support the drive to extend the Pacific Tri- bune. * _* * ifs: cold cash that counts when we pay bills, and the Boiler- makers’ Union of Vancouver has shown its appreciation of the labor press by a donation of $100 to the Pacific Tribune and another $100 to.the new Daily Tribune for good measure.
