Acting City Engineer SUBJECT: Rezoning Comment Request ~ Planning Application File No. 80/83 I have reviewed the brochure from Hunter Laird Engineering, dated March, 1990. The general layout of Option 2 has the best road pattern with wespect to development of City owned lami. There is a problem however, with the leap from Marshall Road north to Lobb Avenue. i am attaching a plan which outlines a flood protection dyke which will be constructed along Marshall Road, and will make construction of the road extrememly difficuit. At the same time, we are recommending that Lobb Avenue be built as a cul-de-sac because a large G.V.R.D. sewer forcemain makes the extension of the road impossible. it would appear that the City owned property in the northern sector would lend itself to a multiple family use with access from the Lobb Avenue Cul-de-sac on the north, and a second access to Stafford on the south, With regard to the concept of extending Shaughnessy through to become an extension of Maryhill Road, it would seem to be a mora acceptable access to the business area than the present circuitous route of Maryhill Road. It is important that the cross connection from Maryhill Road to Shaughnes sy at the south end be constructed. On Option 2 this is shown as a possible road and should be designated as necessary. while the road pattern is acceptable, I would reserve judgement on the extension of Shaughnessy Road pending detailed engineering design and geotechnical advice regarding stability of the steep Slope.
