March list, 1976 -Pub.Wks.Comm. re From the Public Works Committee, February 27th, 1976, respecting ? purchase of , flail—mower the purchase of a rear-mounted flail mower, and advising that Tenders have been called and two bids received and recommending that the low tendered price of $3,663.45 including taxes from Rollins Machinery be accepted as it was the only bid to meet specifications. Moved by Alderman Mabbett: Seconded by Alderman Thompson: That as recommended in the February 27th, 1976 report of the Public Works Committee, the low tendered price of $3,663.45 from Rollins Machinery for a rear-mounted flail mower, be accepted. Moved by Alderman Thompson: Seconded by Alderman Laking: Hoge mens That discussion on the proposed Garbage By-law be deferred. Withdrawn. Prior to withdrawing his resolution, Alderman Thompson expressed the opinion that it was unfair to Aldermen Ranger and Keryluk, who nad expressed oposition to certain portions of the By~law on previous occasions, to proceed in their absence. Mayor Campbell agreed that it had been the policy of this Council not to discuss important items in the absence of FEO ee nas a Ser tes a Council member who had expressed strong sentiments thereon in previous discussions of the subject and he would therefore be in agreement. Alderman Traboulay expressed the concern that items could be held back indefinitely if this policy continued and Alderman Laking suggested that he was in agreement with this point, however, if the By-law was to be passed in time to be included in the 1976 Tax Notices, there can be no further delay. He then suggested that first two readings could proceed with discussion being held prior to any further readings at the next meeting. The City Clerk advised that the By-law was not in a position to have readings at this time but the staff needed an indication from the Council that discussions have been satisfactory and that the City Clerk may proceed to prepare By-law.
