‘THE CORPORATION OF THE CITY OF PORT COQUITLAM FEB -9 1976 TO: MAYOR AND COUNCIL FEBRUARY 5, 1976 FROM: PLANNING AND ZONING COMMITTEE R#L7/75 LEGAL DESCRIPTION: BACKGROUND : Application for a Land Use Contract to subdivide a 4.0-acre parcel into lots not smaller than 5000 square feet in size and 50 feet in width. Rem. C, SW, Plan 5114. The subject site is bounded by Victoria Drive, Lynwood Avenue, Coast Meridian Road and Chelsea Avenue. The site area is roughly 4.0 acres. The present zoning is RS-1, permitting subdivision into 60' x 90' lots. A rough estimate indicates that about 28 standard 60 foot lots can be created, By reducing the size and width, the number of lots may be increased to 36 or 37. The equivalent density is 9.0 + units/acre. Both the Planning Officer and the City Engineer have repeatedly expressed concern about the continuing use of Land Use Contracts to effect subdivision, and the administrative problems associated with it. The proposed development is, however, based on the assumption that zoning amendments to RS-1 as presently being reviewed by Council will become reality whereby the Land Use Contract can be later on cancelled'when. zoning amendments are adopted. it should be noted, however, if the proposed zoning amendments to RS-1 are not to be adopted by Council, the Land Use Contract will have to remain in effect.
