Prior to passage of the foregoing resolution, Alderman Mabbett pointed out that many houses can be converted to up-and-down duplexes; however, Alderman Ranger commented that he did not see the need to convert dwellings into up-and-down duplexes through rezoning. Alderman Thompson pointed out that there is a housing crisis and that presentiy sons or daughters living in basement suites of their parents’ homes can no longer reside in them when they get married. Alderman Keryluk pointed out that conversion of a single family home to a duplex would affect the taxes of that particular property. Alderman Laking stated he agreed with Alderman Ranger in that he did not think rezoning for a duplex is necessary so long as the applicant meets the requirements for conversion. (c) The Committee recommends that the Planning and Zonirg Committee review the provisions of the Z2ouing and Subdivisior By~laws to permit density to be increased in the RS-1 Zone from the present four to five units per acre which would be resolved by reducing lot frontage requirements as set out in the City's Subdivision By-law. City-owned Land: The Committee recommends that the specific areas outlined on two attached maps located on Taylor Street (Figure II), and Fox Street (Figure ILI) be reviewed by Staff to determine development costs with the object of making a specific proposal to the Provincial Government to obtain financial assistance in servicing so that these tracts of land can be serviced, and proposals called for the construction of suitable housing units to meet A.H.O.P. specifications; the terms of the proposal call and marketing of these units has been discussed and the Committee feels that the City can market these units to the benefit of those people in need of moderate priced housing.
