A meeting of the Environmental Protection Committee was held in the Second Floor Meeting
Room, 2580 Shaughnessy Street, Port Coquitlam, on Wednesday, April 10, 1991 at 5:00 p.m.

1TEM I:

The Minutes of the Environmental Protection Committee Meeting held Tuesday, March 19,
1991, be considered, read, and adopted.

P1TCH IN CAMPAIGN

ITEM H:

The Committee considered a report from the Project Engineer Mr. Andrew de Boer dated April
10; 1991 regarding the 1991 Pitch In Campaign and update. A coordinating meeting has been
scheduled for Saturday April 27, 1991 at the Terry Fox Library between 10:00am and ek00pm.
Andrew de Boer will be available to provide the various clubs and groups with the Pitch In bags
and «llocated area of the City to clean up. In order to increase our coverage in the press we are
going to invite both newspapers to attend at the meeting around 1:00pm on Saturday, April 27,
1991.

It is planned that the Mayor will sign the proclamation on Monday, April 29, 1991 declaring the
Canada wide Pitch In Campaign Week of May 6-12, 1991.

Committee considered a report from the Deputy City Engineer dated April 10, 1991. The City
Engineering staff are continuing to check with other n unicipalities to determine how they
govern the identification and investigation of contaminated sites. To date it has been difficult to
get much in writing out of the various municipalities and in fact some have refused since they do
not have a set program. The Engineering Department will continue to work on this matter and
report back to Committee on completion of the report.

The Committee considered a memo from the Deputy City Engineer to the public Works
Operations Manager dated April 4, 1991. We are awaiting a report from the Operations
Manager which will clarify the City'd intended use of re-refined motor oil. When the report is
available it will be presented to Committee.

HOME COMPOSTING

The Committee considered a report from the Project Engineer dated March 27, 1991 regarding
Home Composting. Home Composting has become popularized in many municipalities in
British Columbia because it offers substantial benefits to both the city and the residents, Por the
city there is a savings in dumping charges at the land fill. Por the residents their is a satisfaction
of reducing their waste and creating a useful product from their organic refuse. The cost for the
City to enter into an intensive Home Composting program where the City purchases a quantity
of the composters and distributes them on a subsidized bases to residents, is a net cost to the
City of $ 20,500, For this approximately 750 containers could be purchased each year.
As a alternative to the intensive program the City could also consider a
promotional/demonstration garden program. This could be set up in a City owned lot or in one
the garden centres around town. Initial cost estimates are approximately $ 5600 if the City has to
pay for the composters and the advertising in the newspaper.
Chairman Keryluk requested the matter be tabled so that he could investigate it himself more
fully and report back at the next Committee meeting.

ENV1RONMENTAL AFFAIRS CONFERENCE

Committee was made aware of an upcoming conference sponsored by the Arron Waste
Management Association, B.C. Ministry of Environment, G.V.R.D. and Envirorunent Canada
April 30 - May 1, 1991. The topic for discussion is "Developing a B.C. Clean Air Strategy."
The Committee encourages someone from the Engineering Department to attend this conference
and would like a report back indicating who the candidate is.

Committee reviewed a report published by the Minister of Health dealing with the devision of
Vital Statistics for Britsh Colmnbia for 1989. The document is being referred to the Terry Fox
Library for their use.

property which may have contaminated the site and pose a contamination or
pollution problem now. The Committee directed that the Deputy City Engineer
produce a draft report back to the Committee outlining the procedures that the
City of Port Coquitlam might use to identify contaminated sites and how to
deal with them in the planning and approval process. Information from other
municipalities such as Burnaby, Richmond, Vancouver and Surrey should be

a copy of their Applicant's Guide to Municipal Solid Waste Management

Financial Assistance Programs. In it reference is made to the Litter Control
Financial Assistance Program. A copy is attached.
PITCH — IN BRITISH COLUMBIA has been working in close cooperation with the
Ministry in drafting these guidelines in order to ensure that municipalites
would have access to funding to assist them in implementing litter abatement
programs.
We are, currently, with close cooperation from the Ministry of the Environment,

flnalising our new program for communities entitled "CIVIC PRIDE". It will
provide your community with an in-depth plan for implementing an exciting
community wide litter/waste control program.
The cost of participating in our CIVIC PRIDE programs could, if properly
structured, be eligible for funding under the new Litter Control Financial
Assistance Program.

Approvals snd Payment Process:
Applications will be reviewed and assessed by the Municipal Solid and Biomedical Waste Branch in
consultation with the staff of your local Regional Environmental Protection Office.
A recommendation will be made to the Minister of Environment who will notify the applicant of approval
by letter.

The contribution will be approved-in-principle in the Minister's letter. When the project has been
completed and all costs paid, the applicant may request payment by completing and forwarding the
Letter of Certification to the Manager, Marketing & Enterprise Development, Municipal Solid &
Biomedical Waste Branch. The Minister's approval letter will outline the payment process.

Please note that although in some cases, grants and contributions may be available in advance of
project completion, normally the applicant is responsible for arranging interim financing. Project
financing charges may be included in the estimated project costs.
Audit:

The Ministry of Environment reserves the right to audit all projects. All applicants are subject to the
random audit selection process. Please maintain supporting documentation including invoices and
receipts.

Legislation is of little value if the ability to enforce it is not
available.

criteria and requirements on a site specific basis.
3. Consider. the licensing of site remediation contractors to protect the
public from unscrupulous or incompetent clean-up work.
4. Develop government run sites for soil remediation to be financed by

BACKGROUND

Home composting has become popularized in many
municipalities in British Columbia because it
offers substantial benefits to both the city and
its residents. For the city there is the savings
in dumpage charges realized from the diversion of
compost from the landfill. For the residents there
is the satisfaction of reducing their waste and
creating a useful product from their organic
refuse.
For these reasons it was decided to look into a
home composting program for Port Coquitlam.

2.0

HONE COMPOSTING OPTIONS

There are two types of home composting programs
that a city can initiate. The first is an
intensive program where the city purchases
composters and sells them to residents for a
reduced rate. The second type of program involves
promotion of composting and set-up of compost

demonstration gardens.

Intensive Home Comnostina Proaram
This type of program is being started in many other
municipalities !Vancouver, North Vancouver,

be city-run or operating by local garden centres or
garden clubs.
The demonstration site would be un-manned and would
showcase different types of composters and compost
