He also admitted that Canadian officials in the embassy had turned away many people desiring admit- tance in the first days of the junta’s violence. (It was subsequently learned —and admitted officially—that the doors of the Canadian em- bassy had in fact been locked, and that access was gained only in the initial moments of the violence.) . Questions were also raised by the delegation regarding the conduct of the junta, whether, in the light of the murders, pol- itical arrests, executions and denial of human rights, recogni- tion could be extended. The junta, he said, “had declared. adherence to the UN Charter,” including the Universal Declaration of Human Rights. “Chileans are reasonable people,” he said, “and usually moderate people.” Tory Favored Recognition Conservative spokesman Gor- don Fairweather, who met with part of the delegation, agreed that Canada should do her ut- most ‘to assist refugees, but , stipulated that this could be done only after recognition. Later that afternoon, the dele- gation met with NDP. leader David Lewis. He expressed his sympathy and full agreement with the lobby’s demands, and promised to talk to the govern- ment regarding recognition. Al- though he expected recognition, he stated that “there was no need ‘to hurry,” and that the junta should be condemned. When asked why there was no formal NDP statement on the coup, he said that “our sup- port comes from our position in the House,” and would be quite evident during the upcoming session of Parliament. November Anniversary After a press conference, members of the lobby got toge- ther to discuss joint initiatives in English Canada and Quebec. Some of these will revolve around November 4, the 3rd an- niversary of Dr. Allende’s in- auguration as president of Chile. Among the participants from English Canada were represen- tatives of the Canadian Com- mittee for Solidarity, the United Electrical Workers Union, the Canadian Peace Congress, AUUC, Communist Party of Canada, and the Congress of Canadian Women. The noble sacrifice of Salvador Allende constitutes a priceless example for his compatriots and for all people. : American imperialism is primarily responsible for preparing and executing the horrible crimes commit- ted in Chile. By the intervention of its international monopolies and the CIA it strove to overthrow the Popular Unidad Government even before it was con- stituted. Afterwards, with the constant complicity of the Chilean reaction and fascists, it tried to sabotage the Chilean economy, to weave plot after plot, in- stigating acts of terrorism and ending by assassinat- ing the great President who had undertaken in unity with his people historic efforts to end social injustice, dependency, to liberate his country and implement the construction of socialism, respecting democracy and the widest public freedoms. tie’ Chile is living today a repetition of Hitlerism: im- punity to assassinate and destroy, encouragement to persecution of ideas and culture, book denounce, man-hunts, tortures, burning in the streets, frantic creation. of concentration camps and innumerable forced entries into peoples’ homes. No worthy and conscientious human being can per- mit such atrocities. The Helsinki Conference has the responsibility to testify to the anguish and suffering and the condemnation expressed by all the people at the tragic events of Chile. It expresses its most deter- mined solidarity with the struggle of all the democ- ratic and patriotic forces of Chile against the intro- duction of fascism into the native land of Salvador Allende and Pablo Neruda. The Conference, interpreting the common aspira- tions, considers that it is essential to launch a wide international movement of solidarity grouping all the most diverse forces who want to help the Chilean people to regain their freedom. The Conference calls for the most rapid, varied and effective support pos- sible in the moral, political and material fields. Mankind demands: ‘Stop the bloodshed”, “Stop the assassinations and the persecutions”, “Open the. prisons, stop the tortures and close the concentration camps”, “Respect ‘the dignity of man, ideas, and cul- tural values”, “Freedom for the Chilean people”.
