SUBJECT: AWARD OF CONTRACT - SHAUGHNESSY STREET CONSTRUCTION: STAFFORD
AVENUE TO NACHT AVENUE

RECOMMENDATION:

I. That Committee award the contract for the construction of Shaughnessy Street between Stafford Avenue
to Nacht Avenue to Bel Construction Ltd. in the amount of $625,820 (including G.S.T.).

BACKGROUND & COMMENTS:

Tenders were invited for the construction of Shaughnessy Street between Stafford Avenue and Nacht Avenue on
June 27, 1994. The contract is for the construction of 450 metres of four lane arterial road complete with storm
sewer and water main as well as a section of storm sewer along Stafford Avenue, west of Shaughnessy Street
(See Figure 1). Tenders were closed on July 11, 1994 and four tenders were received:

3. W.R. Clemas & Son Excavating Ltd. $673,030.00
4, Porter Construction Ltd. $745,865.00

The lowest tenderer is Bel Contraction Ltd. and their tendered price is extremely competitive. Bel Construction
Ltd. is a well reputable construction firm in the Lower Mainland and are capable of completing the work on this
project. Bel Construction Ltd. has satisfactorily completed numerous construction projects in the City in the
past, they are currently performing the off-site services work for the multi-family development at the northeast
corer of Shaughnessy Street and Pitt River Road and the soil hauling for the Coquitlam Indian Reserve No. 2.

Duc to the unpredictable environment of the construction area (i.e. poor soil conditions, slope stabilization work,
drainage control, siltation control, etc.), a 15% contingency cost will be added to the tendered price to cover .

unforeseen construction cost in this project.

It is recommended that Committee award the contract for the construction of Shaughnessy Street between
Stafford Avenue to Nacht Avenue to Bel Construction Ltd. in the amount of $625,820 (including G.S.T.).
