Siting and Accesses: Notwithstanding any provisions of the "City of Port Coquitlam Zoning Bylaw, 1987, No. 2240", all buildings within Development. Permit Area VI must be sited as to encourage pedestrian use of the streets. Reduction of front yards to not less than 1.9 meters will be encouraged, providing that additional setbacks to reduce the volumetric impact of buildings on the streets are provided for any portions of a residential building higher than seven decimal five meters (7.5 meters). Within commercial areas, continuous facade of development facing the street with minimum front yard setbacks and with minimum breaks in continuity, will be encouraged. All developments located at an intersection, will be encouraged to have additional front yard setbacks as to create an opening of the urban space at the street corner. The dimensions of the urban space so created must be appropriately proportioned to the volumetric dimensicns of the building, and appropriately related to the existing or proposed urban space expansion in other corner properties of the intersection. Development of the expanded corner~yard set back to permit public access and use should be encouraged. Heights All commercial buildings fronting public streets should be two to three storeys in height to reinforce the pedestrian scale of the downtown area. Parking: Parking in the downtown area will be encouraged to locate in underground or multi-level structures. Where parking is provided at street level, it shall not be located within any front yard or side yard facing a street. Where land access is available, parking access off a street will not be permitted. Corner properties without lane access will be encouraged to have vehicular access off the lesser of the two roads fronting the development. Where lanes are not available, shared access to parking areas will be encouraged, as a way to reduce the conflicts between driveways and pedestrian movements. . Landscaping: Parking areas visible from a street, lane or adjacent residential development should be screened with substantial landscaping, and interplanting of the parking areas with trees is required.
