RECOMMENDATION: That City Council direct the Clerkts office to
Prepare a bylaw rezoning Lot 8, Block 6, D.L.
290, Group | Plan {3,637 N.W.L.O. From A-!I and
RS~-1 to RS=1, RS=!A and RT-1.

COMMENTS:

1. This property is located at the south end of the
constructed portion of Shaughnessy Street. The Subject
Property is immediately north of the JeKe Cooper property
That was recently rezoned by City Council to permit
construction of three houses. The applicant's interest to
proceed at this time is +o be able to hook up to utility
services for the above noted subdivision before road paving
is done. .

The subdivision Proposal being considered by the City
Engineer is to stage the subdivision in several phases.

The first phase being considered is to create three lots
immediately north of the Cooper subdivision, Subsequent
phases will have subdivision proceeding east along Stafford
and north along Shaughnessy. While the later phases of the
subdivision will-not be undertaken immediately, they are
being rezoned now to set the pattern for this area.

In reviewing this proposal, it has been found to be in
generat conformance to the City's development plans for the
area. One point of conflict, however, is the subdivision
proposal to create lots fronting onto Shaughnessy.
Shaughnessy Street is to be the major road link from Mary
Hill. Bypass to downtown. Due to the amount of traffic
arterial streets carry, Council, has adopted a Policy of
discouraging. property owners from having driveways entering
the street. In keeping with: that policy, this report fs
‘recommending that no new ltots, having driveways onto
Shaughnessy, are -to be created. Rather the alternative lot
layout being Suggested is to elther have the future lots
face north onto Marshal | or use the portion facing
Shaughnessy for a duplex lot. This report is recommending
the latter as a compromise solution limiting access onto
Shaughnessy to-an existing driveway entering Shaughnessy.
