Appointment of Treasurer L have placed advertisements calling for applications for the position of Treasurer to replace Mr. Gerry Forcier and I will be doing a review of staff positions in the Treasury Departmen: with a view to possibly realigning some of the staff duties. In the meantime, I am the only staff signing authority for the City and I would ask Council to consider the rescinding of all previous appointments of Treasurer or Deputy Treasurer for the City and that I be appointed as Treasurer and Mr. Jim Maitland, Accountant, be appointed as Deputy Tteasurer until such time as the Treasurer's position is filled on a permanent basis. This would give us a back~up signing authority for this interim period. ‘ 2. Municipal Incentive Grant Programme As Council is aware, there are funds available from the Provincial and Federal Governments amounting to $1,000. or $1,500. per housing unit for housing construction that meets A.H.O.P. standards and also meets certain density and size of wit criteria. I have some information on the Grant Programme, however I was hoping to be able to advise Council as to exactly how the system would operate and just what we would be eligible for. I have been advised that before we can even be a party to the programme we must pass a resolution of Council along the following lines: "That the City of Port Coquitlam undertakes to use the funds received through the Federal-Provincial Incentive Grant Programme to encourage and facilitate the production of housing in this municipality." I have not been able to determine just what qualifies as an expenditure to facilitate the production of housing and I can only suggest to Council that we submit whatever we are eligible for in the way of Grants, and then try and determine how we are entitled to spend the tioney. The Programme provides that the Grant is paid for any housing that is eligible for A.H.0O.P. financing, however they have clarified this further that housing will qualify that sells at A.H.O.P. prices, in other words, at $47,000. or less and that it does not necessarily have to be an A.H.O.P. loan. The important criteria is the requirement that the units must be at least 10 to 45 units per acre and that the units must not exceed a certain size. (This information is attached for Council's perusal.) The new RS-1A Zoning that is presently under review by the Council and that would provide 4000 square foot lots, would meet the density requirements. Also 33 foot lots would meet the density requirements. The only remaining problem is to convince builders to build units that meet the suite area requirements and to sell within the A.H.Q.P. range. We will be setting up a system in the Building Department to try and get the terms of the Programme across to the builders and perhaps the Planning and
