-3- 605. Notwithstanding the provisions of clause (c) of Section 604 of thie ‘By-law a Class 3 Vehicle that is (a) i. an emergency vehicle; or, 4i. operated by a municipal, regional, provincial, or federal government agency or department; may be used or be present on any highway in the City. It is a good defence to any action brought under Section 604 against the operator or owner of a vehicle if it is proved that the vehicle, at the time of the commission of the alleged offence: i. was making a local service call that could not have been made by the said vehicle except by travelling on the portion of highway upon which the offence is alleged to have occurred; or, was actually engaged in highway construction or maintenance work upon, under or over the surface of a highway or was travelling to or from the site of the work which said site could not have been reached by the said vehicle, nor the work performed, except by travelling on the portion of highway upon which the offence is alleged to have occurred. No person shall use or allow the presence of a Ciass 2 Vehicle or a Class 3 Vehicle on the bridge crossing the Coquiclam River and extending to the District of Coquitlam en Pitt River Road, said bridge being popularly referred to as the "Red Bridge". (b) The provisions of this Section do not apply to buses or- emergency vehicles. No person shall park any vehicle licenced under the Motor Vehicle Act or Department of Commercial Transport Act for a gross vehicle weight of Ten Thousand (10,000) pounds or more on any street located in an area that is zoned for residential use by the Zoning By-law of the City. 2.
