Item TI con't Recommeridation: The Committee recommends that the request for a larger sign be denied. Item III Re: Flood Plain Policy. As you are aware all Committees have been asked for comments. I have attached the G.V.R.D. report for your convenience and would appreciate the return of these reports as soon as possible so that the other Committees ena deal with them. I have been interested in the policies on Flood Plain, as they greatly etfect Port Coquitlam's developable areas. I have also had the opportunity to read, study and comment on all the available reports in- volving the Flood Plain Policies at the G.V.R.D.'s Technical Planning Com- mittee. ’ The following are personal comments on the enclosed Present Policies report: (a) The actual flood plain was all the land inundated by the by the 1894 Flood. (b) Exemptions were made from this line as development had already occured, i.e. Richmoid. (c) The adoption of the policy was in August of 1966 and consider- able lands had been subdivided and developed. (4) The Flood line in some instances: follows legal or physical boundaridés rather than the actual flood area. (e) The G.V.R.D. Planning Department and Board have acted irresponsibly in the area of Flood Plan. i.e. Queensborough and Oxbox Ranch, Spetifar Farms. Hurst Report: The report was very sketchy and did not appear to deal with the issue. u f Report mostly commented on otHer reports already available. i.e. Norman Pearsons report. Pearson Report: Gutlines the Development Pressures which will be upon us if the Flood Policies are not reinforced by. good planning. Review Panel: This is a number of statements which ask for control of Fraser River by daming the river or better dyking. Most comments are oriented for development of Flood Plains if protection can be guaranteed. Committee Comments: The Committee discussed this item at length and were generally of the opinion that the regulations adopted in 1966 in the official Regional Plan be retained. Our understanding is that only Industrial, Recreational and Agricultural uses would be permitted in the Flood Plain. The Committee would like to go on record as opposing applications to ammend the Official Regional Plan in the Flood Plain for development other than agricultural, industrial or recreational. Also in connection with this item, it was felt that a review of the actual Flood Plain line in relation to areas which have been infilled ete. be studied by the G.V.R.D.
