f all racist ideologies, anti-Semitism is by far and away the most despicable, the most vile of all, mainly because having been cradled in ancient mythology and nurtured down through the ages by so-called ‘‘Christianity,”’ it has been made to serve the dominant class circles, from feudalism and before, to modern monopoly capitalism or whatever name we may attach to our modern ‘‘free enterprise’’ society. In every instance a ruling class has found anti-Semitism a highly servicable weapon in combatting and obstructing social progress and change. Under Hitlerism over six million Jews perished in death ovens and concentration camps; a fact which Gentile and Jew alike have all too easily seemed to have forgotten. Even in our day, barely 25-years after the Hitler death ovens, a ‘Jewish Marxist’ is always made to sound more sinister than any other run-of-the-mill ‘‘Marxist’’. The hate-inspired and inflammitory press headlines whipped up in recent days anent the Soviet Union’s sentencing of a group of plane hijackers, among whom a number of citizens of Jewish origin were involved, is a grim reminder of how easy it is toprovoke a hysteria that leads back to fascism, war, and the stoking of a new dark era of death ovens; this time inspired by the Zionist elements among a people who would be the prime victims of such a catastrophe. Aside from the role played by these Zionist provocateurs of Western imperialism in their recurrent barages of anti-Soviet slander and propaganda, they not only do the Jewish people of the Soviet Union, but Jewish people everywhere, a very ill service by their interference in the internal affairs of another country; by their repeated attitude that a criminal of Jewish origin should have special dispensation in paying for his (or her) crime, just because he is a ‘‘Jew’’. And finally because against their own people, they are the worst (or best) promoters of anti-Semitism and anti-Sovietism one could find anywhere. The Hitler Reich boasted of their ‘‘co-operation’’ in its day, just as the Trudeau Establishment, in the person of External Affairs Minister Sharp, boasted at a Montreal ‘‘demonstra- tion’’ staged by these Zionist elements against the USSR, that “‘we all wish to see justice done’. The minister has never risen to such heights of oratory’ on Justice.in and for the people of Vietnam. Is there anti-Semitism in the Soviet Union or in other Socialist States? Perhaps that question can be best answered and understood if we took a look in on ourselves. : In 1917, fifty-four years ago, the young Soviet Republic inherited all the evils of Tzarism, among these, pogroms against Jewish minorities as a ‘‘cover-up’” for Tzarist economic and political crimes against a whole people; to make Jewish communities scapegoats for the tyranny of Tzarist rule. We in Canada have no such background, but we do have racist and anti-Semitic ideologies running through our whole body politic. Much of it may be catalogued as ‘‘unconscious”’ and hence regarded as quite ‘‘innocent’’, yet the disease is prevalent, pernicious, and hence easily stirred to hysteria proportions. : What are some of the evidences of this anti-Semitism in our community, in our-neighborhood? ¢ Should a respectable member of our ‘‘free enterprise”’ society, (Gentile, of course) get worsted in.a business deal by another equally respectable member nine times out of ten he will refer to his business competitors as ‘‘those.g---d.. . Jews’’. Then we have the colloquial crack, used on numerous occasions and by all classes of people (including workers) in their daily round of struggling for a livelihood, that so-and-so ‘‘tried to Jew me down’’, etc. etc. In landlord-tenant relations, especially in the realm of high rentals extortion, as in Harlem, N.Y. recently, rioting Negro workers forcing a confrontation on the issue, referred to their Black and white slum landlords as ‘‘those g---d. ... Jews’’; all of which took the heat off the real slum real estate profiteer- ing criminals and centered it upon another historic oppressed minority. No doubt in Harlem as elsewhere, even in Vancouver, a slum landlord class constitutes a conglomeration of the worst of all races, religious, creeds, etc., ‘““Gentiles’’, Negroes, Jews, etc., but the easiest produced scapegoat is always and ever the latter. . . yesterday, today, but hopefully, not for ever. Perhaps then, Zionist reaction to the contrary, it would be better if we of the so-called ‘‘civilized’’ nations, were to shoot the “‘mote’”’ out of our own eyes, before we start instructing our neighbors how to run their affairs, and especially in the area of dispensing Justice. HARRY RANKIN Vancouver homeowners have received their assessment notices for 1971. In most cases, they showed a big boost from last year. Next April, when the mill rate is set, this boost will be reflected in another tax increase. What makes homeowners frustrated and angry is that they’re caught up in a vicious circle of annual tax increases to which there seems no end and about which they seem to be able to do nothing. If the assessment isn’t increased, the mill rate is. Sometimes it’s both. In all cases, the homeowners gets it in. the neck. Assessments can be appealed but the time allowed to enter an appeal (about two weeks) is so short that most homeowners can’t possibly prepare their arguments. The appeal must show that the homcowner was assessed unfairly in relation to other homes in his area and he must state the particulars of his complaint. This requires gathering information on assessments of various comparable properties over a period of years. This information can only be obtained at city hall which closes at. 5 p.m. every day and remains closed on Saturdays. How can a working man, who works every day, possibly gather the sort of information he needs in two weeks? The main reason taxes on homes are going up every year is that big industrial and commercial properties are not paying the taxes they should. All properties are supposed to be assessed at their actual value. Homes are assessed in this way. But many properties are assessed at only a small fraction of their actual value, often as little as 50 percent. This means, in effect, that one half of their - property is tax free. Furthermore, despite the fact that land values have been rising everywhere in the city, and especially in areas where big developments are taking place, assessments on big properties in these areas have either stayed the same for the past 10 years or have been actually reduced. This is wrong, unfair, and contrary to regulations, but that is what is being done. Not only that, when such under- assessments are challenged and brought to appeal, the assessment appeal board invariably rules in favor of the big property owners. City Council could and should do something about this. 1. Council should see to it when it sets the mill rate that there will be no increase in home taxes this year. 2. Council should order a re- assessment of all big com- mercial and_ industrial properties to bring them up to their actual value. This could easily double or triple city property tax revenues. Council should send a strong delegation to Victoria during the coming session of the legislature to demand: (a) The provincial government should drop its proposed legislation to limit assessment increases to 10 percent because it is designed to prevent us from ever increasing assessments on big properties to their actual value. It would allow promoters and real estate speculators (whose properties’ are City taxpayers caught up in vicious circle ~ enormously increased in valu by rezoning) to escape payilll taxes except on a small fracti0 of the value of their properties. (b) The whole Assessmel Equalization Act should DP reviewed at public hearings all then amended in accordane with citizen demands. 4.
