n —O—- This would imply that the intent of the bylaw is not to permit moorage or marinas in any circumstances. There is little doubt that it was not Council's intention to completely forbid, without any further consideration all marinas and moorage within the boundaries of Port Coquitlam, therefore it would be appropriate, at this time that the zoning bylaw be reviewed to provide for the instrument to approve marinas and moorage facilities in certain zones and that locational policies for Marinas and moorage facilities be developed to serve as a guidance to Council for this type of applications. For this purpose and to discuss the issue of public access to the river shore, the Official Community Plan should be reviewed. In the meanwhile, it would be appropriate to advise the Fraser River Harbour Commission not to approve or reject the current leasing application until the necessary bylaw amendments and policy mentioned above are completed and Council can make a decision consistent with them.
