Rommel General Manager Dear Sir: Re: Waste Management Permit PE-4869 On November 4, 1985 we received a telephone: cali from the Port Coquitlam Municipal Engineering Department, advising our office of a washout at your operations on Pipeline Road. Mr. J. Stringer, P. Eng., and Mr. J. O.Dollinger, Technician, followed up on this telephone call by carrying out an inspection of the site, including the pond system. The following conditions were found (see Figure l). l. The U-shaped final settling pond was abcut 30% full of sediment and was discharging into the Coquitlam River at an estimated flow rate of 100 g.p.m. Please note that Permit PE-4869 does not authorize any discharge to surface waters. A small flow discharged from the emergency ~or stand-by pond (Pand C) directly to the outlet area of the final settling pond resulting in minimal settling time. Ditch waters drain directly into the final settling pond again resulting in minimal settling time. The large settling pond (Pond B) is half empty and appears to have not been used for some time. Walls of several of the ponds are in need of repair as erosion is seriously affecting them. 2 ©
