We will protest vigorously and relentlessly if Orenda or the new holder of the timber is allowed to forgo a mandated obligation to con- struct and maintain a fibre processing facility in this region to resurrect a moth- balled paper mill on Van- couver Island, We recall that the Kalum district forest office not too long ago awarded a timber al- location to a Victoria plywood mill (soon to be defunct) in- Slead of keeping the fibre available for bids locally. This would be another politically motivated and biased decision and the Minis- ter of Forests will be watched most vigilantly. In reality we would be talk- ing about only a few meagre jobs in timber harvest, trans- port to tidewater at Stewart and a few stevedores engaged in tug and barge operations to move logs ever southward. Vancouver Island, through Tampant growth and no foresight, has created their own ecological black hole and the people of the northwest should not once again become the martyrs for their bencfils. It’s potential moves like this one that undermine the whole integrity of timber supply teviews and public input and rationalization of fibre supply. That prospect has upset north- west politicians and at least one other forest company who say northwest wood should stay in the northwest and not be sent out- side the region, They'll be able fo put their case opposing the sale and licence transfer when forests minister Andrew Petter holds. public meet- ings leading up to his decision to apprave or deny the transfer. The first commitment is to build a chipper at Stewart to pro- cess the wood Orenda logs near Meziadin prior to its being barged to Gold River. That commitment mects a con- dition of Orenda’s current forest licence to put some kind of pro- cessing facility in place, says company vice president Frank Foster who toured the area last week. “The investors have stated they wish to have a chipper in place, That will add to the stability and have an economic impact on Stewart,’’ said Foster. Orenda’ s current forest licence is up for renewal in the fall. The processing facility states it must be in place by November 1996. While Foster couldn’t predict if the licence renewal will have an impact on the public meetings into Orenda’s proposed sale, he does expect it will come up for discussion. Orenda last week completed chipping tests using a mobile fa- cility and is now evaluating the results. “From management’s point of view it went weil, But we're now waiting for the results in terms of efficiency and economics,” said Foster. Orenda is mecting this week with OFP officials to go over in- formation that'll form the request to Petter for the licence transfer. -“T expect it’s going to be con- troversial,’ said Foster of the transfer request, Foster said Orenda will pass along opinions and comments gained on a trip he made up here last week. The second commitment is to develop a long term relationship with the CGED Forest Products mill at Kitwanga, That’s owned by Gitwangak band and was bought from former owner Westar several years ago. The purchase did not come with a secure timber supply and that placed CGED in a precarious situation, Beginning last summer, at the request of the provincial govern- ment, Orenda began selling logs to CGED for processing, said Foster, ““We were asked if we could help that tittle mill and we did,” he said. CGED was recently granted its own timber licence and the com- bination of that wood and Orenda’s will put it on a solid _ footing, Foster noted, ‘T don’t know what kind of long term relationship there will be but we are going to be talking ta them,”’ he said, Last year’s log sales to CGED resulted in a drop of Orenda’s overseas export sales. Foster added that Orenda’s pro- posed new owners want to end export in favour of using the - wood domestically. - As with the chipper commit- ment, Foster said the prospect of having wood used locally will help stabilize the area’s economy. He didn’t go as far as to say a log supply deal with a native- owned company is politically at- tractive to the provincial govern- ment but did note that the govern- ment did ask Orenda to help out CGED.
