Wheeler, Recreation Manager/Deputy Director Subject: Proposal to "Pilot" Reciprocal Use at Schools Recommendation: That City Council approve "in principle" the concept of "piloting" reciprocal use at Citadel Middle School, Kwayhquitlam Middle School, Coquitlam River Elementary School and Hazel Trernbath Elementary School; and, That this “pilot” project remain in effect for no more than twelve months. Purpose/Problem: The purpose of this report is to provide the Parks and Recreation Committee with information and a recommendation regarding the proposal to pilot reciprocal use at four School District #43 schools. Background Information: Discussions have been held informally with staff at School District #43 regarding the value of a reciprocal use agreement. Additional discussions were held when we negotiated our most recent agreement with the School Board regarding Hyde Creek, etc. My understanding is that School District staff were to prepare a discussion document regarding our proposal to pilot reciprocal use at some of their schools.. With the retirement of their Secretary Treasurer, this discussion document was never prepared. oo However, with the school year on us, user groups are actively pursuing use of the schools in question. As a result, the new Secretary Treasurer, Peter Boyle, has _ approached us to see if we would book the community facilities and maintain the fields in the interim until a reciprocal use agreement proposal was drafted. This would permit access to the schools by the community.
