(3) Within the Mary Hill industrial Estate, the City is implementing a mandatory development permit system for properties fronting onto Mary Hilt Bypass and Kingsway Avenue. Pursuant to Section 945(4)(e) of the Municipa! Act, the area shown outlined on the Official Community Plan Map, Schedule "8" js designated as the Mary Hill Industrial Estate Development Permit Area. The objectives that justify designation of the Mary HI-! Industrial Estate and more particularly, properties contained within the development permit area are; (a) Emphasis of the Plan is to provide a good image of The community, to traffic passing through the industrial estate. (b) Image of the area being promoted is clean well designed buildings. (c) The plan is to encourage new businesses to locate in the area, emphasising generation of employment. (4) The general conditions which justify the designation are; (a) screening the view from neighbouring residential areas (b) protecting the view plane from Mary HII! residential area (c) presenting an image of ordertiness and prosperity to tratfic on the major streets passing through the industrial area. (5) General Regulations Pursuant to the Provincial Government Municipal Act development permit ragulations, the terms of reference guidelines relate to the development's general character rather than specific detaiis of its design. (a) The aspects of character of developments! that is of particular concern are their image to traffic passing along Mary Hill Bypass and Kingsway Avenue and neighbouring residences. (b) One criterion for issuance of a development permit is tne protection of view planes. Among the desired development features are screening af outside Storage and truck parking from surrounding residential areas, and provision of landscaping strips atong Mary Hill Bypass and along property boudaries adjoining residential areas. 24
