G. Borch, City Engineer, The District accepted the offer of the City by way of a letter dated July 18, 1973 sent to the attention of Mr. V. G. Borch. The District Council noted, among the conditions for connection mentioned above, that eight only connections to serve exist- ing residences were to be taken off the said 2" installation. The conditions set out would clearly preclude the District installing a connection to serve the property of T, K, Coughlin, a non» resident owner of the Property described as Parcel A, Lots 35 and 36, Sections 5 and 8, Twp. 40, Explanatory Plan 15732, - The said Mr. Coughlin has long been the owner of the property described and in 1965 was given approval by the Council of the District to use the property as a kennel for breeding, training and boarding dogs, The Council have been advised that the Coughlins have attempted to drill for water by a firm approved by the Health Department and that drilling has been carried on toa depth of 90 feet without producing suitable water, all a> a cost of approximately $1,000.00. The District Council, of course, in indicating its approval for the use as intended by the Coughlins did so firmly believing that water would be available by drilling, this having been done prior to indications by the Health Deparement that the wells in the area were condemned because of ccliform contamination, vee 12 City of Port Coquitlam -2- July 23, 1973 re: Water Connection = T, K, Coughlin As & reeult of the foregoing extenuating circumstances and without prejudice to the Agreement between the City and District in respect to their receat Agreement for the supply of eight existing residences, the District Council resolved to request that the City give consideration to Permitting the District to allow one further connection to the 2" installation, such additional installation to serve the Coughlins.
