The new Manager, Development services for the GVRD is Mr. Ken Cameron,
formerly City Plannez for New westminster. The Department has been

formulating its goals and objectives for the initial years of the naw
mandate (1988-89) and is proposing ta give oriority to the following

PLOGraMms :

e formulation, adoption and implementation of an overall
econemic development strategy for Greater Vancouver {0
provide support and a context for local strategies}

Establishment of a regional transportation planning process
to ageiat mainicipallties and the Province in gaining max
beneéie from transportation invesimant; and

Making  bevelopment Services infermation and nedelling
resources more accessible and user-friendly for
mmicipaiities.

As a municipality in 4 rapidly developing part of the region with vital
interests in regional issues, Port Coquitlam has a gignificant role to
play in all ot thege initiatives, and you should ba fully invelved in
this work. From the City’s past record ag & User of this service
your contribution te the coordination of ingermunicipal activities, 1 am
certain that you recognize the value of this involvement. The regional

advisory commattess ase the only available forums for the sharing of
information on common problems (eg, zoning bylaw updates and the impact

of legigiative changes) among mmicipalities.

tT can, of course, assure you that Bort Cequitlam’s choice of the
contract or the Supplementary Letters Patent route will not affect your
right to participate an the activities of Development Services in any

gignigicant way. the only difference in financial terms woul

that

the ammial cost of the function under the contractual arrangement. woud
be a fee for service paid from the City’s own resourced, while the
charge under the Supplementary Letters Patent option would becomes part
of the GVRD levy collected by the City under a separate gection of the
tax bill and subject to the limitations contained ia the accached bylaw.

tn the light of tha current sireunstances, I would strongly urge that
Port Coquitlam reconsider its preference for continuing the contractual
arrangement, and give Favourable conaideration oe @ resolution
aurhnoriging the City to bhacome a participating municipality in the
noneregulatory davelopment. services function of the GVRD established by
Supplementary Lekters satent dated 17 August 1986 and contained in

Appendix A.
