THE CORPORATION OF THE CITY OF PORT COQUITLAM C 0 UJ iN JAN 26 1981 MEMORANDUM TO: Mayor and Council January 15th, 1981, FROM: Downtown -Revitalization Committee The Downtown Revitalization Committee has been meeting on a regular basis to formulate plans The Committee report to Council specified "Core Area", ith specific at would improve the viability of the downtown core area. The Committee has held seven meetings which included one Public information meeting to which all owners and residents of the core area were invited, . The Committee has determined that four major areas should be the subject of further Planning studies. These areas of concern are as follows: Improved off street parking. An improved traffic circulation system. Utilizing the potential of the Coquitlam River to Provide a green belt and other amenities, Some Architectual treatment of the main Commercial Streets possibly incorporating canopies to protect shoppers from the elements. The Committee has addressed these four areas of concern and offer for Council's consideration the following preliminary information. 1. Off Street Parking: The Committee has developed the attached draft general development plan. This plan sets our Proposed parking lot locations and provides some indication of future location of Commercial and Apartment development in. the Core Area. The plan e west of the Coquitlam River which is anticipated to develop as higher density residential with an orientation towards the downtown in order to support downtown Commercial development. 2. . Traffic Circulation: The Committee considered several options in terms of traffic circulation in the downtown and the Committee by resolution adopted the attached scheme 'B! which provides for a circulation road along the easterly bank of the Coquitlam River and and the new circulation road.
