If the licensing section of the Municipal Act (Section 458K) could be amended to provide that the Council could specify the equipment with which a bicycle should be equipped (not “withstanding the provisions of the Motor Vehicle Act) it seems to me that this particular MAST ME eal) ACNE A AU ee me aeiet er aeeiee i eee aspect of the problem would be overcome. In Port Coquitlam, for example, the Council could pass a by~law requiring that all bicycles have licences and that all bicycles be equipped with: certain types or kinds of equipment - - lights, reflectors, satisfactory brakes, etc. Ze “With respect to the. prosecution of juveniles we wonder if this too could not be over- come by a simple amenduent to the Municipal Act ct (and perhaps the Motor Vehicle Act) to pro- vide that actual owner ship of a bicycle mus rest with some person over the age of sixteen years and that that person is ‘responsible for any offence or infraction of the Motor Vehicle Act or Municipal By-laws while the bicycle is being operated on public highways.” This would follow the provision presently existing in the Motor Vehicle Act making the owner of the vehitle responsible for all offences committed by the vehicle.
