Hastings, Vancouver e Inland Plaques e Records @ Toys e Matroshkas Ideal Gifts from the USSR Jobs program urged by CP Cont'd from pg. 1 both and against which they must unite their forces,” says the CP statement. : It calls on working people to support the right to national self- determination up to and including theright to secession within a truly united Canada which guarantees thenational. rights and aspirations of the French Canadian people, their economic, national and ‘linguistic rights. These rights “must beembodied in a new made- in-Canada constitution based on the equal voluntary partnership of. the two nations, the French Canadian and English speaking in a bi-national state.” “A united Canada which upholds the national rights of the French Canadian people, an independent Canada based on public ownership of natural resources and energy, a Canada pursuing new economic and social policies — these are the essential ingredients upon which RANKIN Cont'd from pg. 2 sent themselves one way in public and to vote in secret against the very things they pretend to sup- port. There is the additional fact that the use of the secret ballot shows a lack of political guts by our elected representatives. If they support or oppose any- proposed action by council, why shouldn’t they have the courage to voice their views and cast their votes accordingly? A secret ballot in council is nothing less than political cowardice. To the best of my knowledge, Vancouver City Council in its 90- year history has only used a secret ballot once and that was. last January when it removed me from the Vancouver Resource Board. Ido not challenge council’s right to make such a decision, but I certainly do challenge the gutless method used to make -it. The reason for a secret ballot was, of course, the fact that in the election, less than two months before, I topped the polls with 49,000 votes and in the face of this vote the aldermen lacked the courage to stand up and be counted when they voted me out. I know of no other city council in Canada which conducts its busi- ness by secret ballot. The secret - ballot is a method to mislead and deceive the voters, and I hope that Vancouver voters will never again allow this undemocratic method to be used here. I think citizens have a right to know where TEAM and the NPA and their representatives on council stand on this issue. I also think the voters would like to hear what the mayor and NPA and TEAM aldermen have to say about MacKay’s slur on their honesty when he suggested that although they had stated in council that they had changed their minds about the — DERA grant, they would have voted against it in secret. — real national unity can be achieved,’’ says the CP statement. Recalling that international solidarity has been part of the tradition of May Day, the CP calls for maximum international solidarity with the struggle to end apartheid, against racism and colonialism in Southern Africa, and an end to fascism and reaction in Chile, Uruguay, Raraguay, Argentine and Brazil. Pointing out that May Day and peace have always been synonymous, the CP statement says that the fight for peace, de- tente and disarmament have never been more urgent. “The reactionary forees of imperialism are striving to revert to policies of confrontation and cold war: This is the meaning of their phoney campaign about ‘human rights’ in the Soviet Union and about the so-called ‘Soviet threat.” “‘This campaign is aimed at interfering in the internal affairs of the Soviet Union and other socialist countries, and as a pretext for undertaking an arms ’ race which will benefit the in- dustrial military complex, ‘‘but whose victims will be the jobs, living standards and perhaps lives -of the people.” The CP’s May Day message calls on Canadian working people to oppose the cold war warriors and to work for disarmament based on equality of security for all coun- tries. It urges a complete ban on nuclear weapons, an end -to the arms race, and initiation of steps leading to general disarmament. “The 20 percent increase in arms spending by the Canadian government, a consequence of U.S. and NATO pressure, should ® scrapped. Instead of an increas? there ought to be 50 percett decrease in arms expenditurt with the money saved beilh diverted to the creation of jobs al? vocational training for the yo generation of unemploye® “Canada should withdraw fro NATO and NORAD and work fo! an end to all military blocs.
