All Municipalities of GVRD RE: Use of Ozone For Disinfecting
(r\ rinking Water supply

Dear Mayor and Councillors,

The OVRD is promoting increased use of chlorine for drinking water
treatment, presenting a choice between chloramine and re-chlorination
for secondary disinfection, If Ozone replaced chlorine as the ordimary
disinfectant, then the amount af chlorine reauired for secondary dis-
infection could be reduced, chloremine would be unnaceasary, and
hydrogen peroxide or re-ozonation could be considered for secondary
disinfection.

The attatched paper by Viadimir Stuchlik, oregident of Azco Industries

Loed., deseribes an innovative implementation of Ozone technology that
ig both simple and inexpensive compared with the chlorine/chloramine

options being considered by GVRD or with the conventional intensive
gaone treatment system as used in Los Angeles and pilot tested in New
ork city.

Because the water would be treated whil* still in the reservoir lakes,
contact basins (or the U tunnel) would “ot be reoudred. Because the
water is treated for several days prior so entering the distribution
system, 4 less intense treatment is use, .AND. the naturally owecurring
bacterda in the lakes have sufficient t:me to consume the organic
material (turbidity) in the water (a form of bio-filter). The: bacteria
is enhanced by oxygen pumped into the lakes, and then killed off with
Ozone just before entering the water main intakes, Costly intensive
filtration is not needed and a food source for downstream bacteria is

eliminated.

The second attatched paper by Saul Pressman of Ozonifier Industries Inc.,
describea a more intensive implementation of Ozonation which includes
filtering by diatomaceous earth, biofiltering with activated carbon,

and residual provided by hydrogen peroxide. The coat ig comparable to
somd af GVRD's chlidine/chloramine options.

I would encourage you to request the GVRD to abandon chloramine and te
reconsider Ozone options.
