REPORT TO COUNCIL Cont'd... Geotechnical Consultants for the G.V.S. & D.D. have suggested requirements the Developer muce follow to protect the pipe. The estimated cost of the road construction has, because of these requirements, risen by approximately $131,000 of which the Clty of Port Coquitlam would have to pay one half, under the Cost Sharing Agreement. Prior to the discovery of the problem with the G.V.S. & D.D. forcemain, the City's share of the road cost was estimated at $116,425. The additional costs which would be incurred in following the precautions of G.V.S & D.D.‘s Geotechnical Consultant would add $65,500 to this, bringing the City's total estimated share to $181,925. This would reduce to approximately $90,000 if the road is cul-de-sac'd as recommended. Aside from the extra cost, the Developer and City staff, are concerned that the forcemain may be damaged during construction and cause an environmental disaster. Staff is therefore recommending a cul-de-sac which does not cross the pipe at the critical section as shown on the attached sketch. The matter has been discussed with the City Solicitor who is of the opinion that we can shorten the street. He has recommended that a public Right-of-Way be created from the end of the cul-de-sac through the Beaconcare Development to give access to the Findlay Property as shown on the attached sketch. The Developer has given a letter of assurance that he will provide this Right-of-Way. The plan of development has been revised to conform with the new configuration and the Building Department has approved the revised plan with respect to building and fire code requirements. The Planning Department has reviewed the revised layout and feels that a road exchange and consolidation of the City owned single family lots will allow for a reconfiguration of the City owned property that suits the geography of the area. Because the cul-de-sac turn around cuts into some of the present small lets, they become nonconforming and must therefore be consolidated with road exchange taking place at the same time. During the public hearing on the Beaconcare Project, local residents indicated their wish that Lobb Avenue not be extended further west.
